    REMEDIATION OF CONTAMINATED SEDIMENT AT THE PORT OF GASPE-SANDY
    BEACH (QUEBEC)
    
    SUMMARY:
    Over the last 15 years, the sea floor in the area adjacent to
    the wharf at the Port of Gaspé- Sandy Beach has undergone
    characterization studies and a toxicological and
    ecotoxicological risk assessment. Characterization studies of
    the sea floor have brought to light a contaminant plume of
    copper (Cu), with the highest concentrations found immediately
    south of the wharf and a decreasing concentration gradient to
    the east, extending as far as the point on the Sandy Beach
    sandbar to the northeast. These same studies have also brought
    to light the presence of an area around the wharf that is highly
    contaminated with polycyclic aromatic hydrocarbon (PAH), within
    a radius of approximately 300m
    
    Ecotoxicological studies have helped to establish the Integrated
    Effect Levels, or IEL, for sediment in the area of the wharf at
    the Port of Gaspé - Sandy Beach. The IEL are defined as the
    criteria for restoration of the seafloor; specifically, this
    means 2,400mg/kg for copper and 5mg/kg for total PAH. 
    
    In order to remove the contaminated sediment that exceeds this
    criterion, Transport Canada proposes to dredge the contaminated
    sediment and conduct the final onshore management of dredged
    material offsite. The volume of contaminated sediment to be
    dredged, including both required and optional work, totals
    approximately 27,330m3 in place, to which additional dredging
    may be added (approximately 2,500m3). Based on available
    characterization studies, Transport Canada has established
    eleven (11) dredging polygons. These polygons are defined by a
    dredging thickness and horizontal limits.
    
    Transport Canada's objective is to remediate the seafloor in the
    sector adjacent to the wharf in the Port of Gaspé-Sandy Beach
    while minimizing the environmental impact of the work. The
    achievement of dredging is planned from July 2015 and if
    required, may be completed during 2016. All project work,
    including dredging and final materials management, must be
    completed before the end of 2016.
    
    
    BIDDER'S CONFERENCE
    A bidders' conference will be held at PWGSC'S on office at 1550
    D'Estimauville Avenue, Quebec City (Quebec), G1J 0C7, on August
    26, 2014. The conference will begin at 09:00, in the
    multifonctional room. The scope of the requirement outlined in
    the bid solicitation will be reviewed during the conference and
    questions will be answered. It is recommended that bidders who
    intend to submit a bid attend or send a representative.
    
    Bidders are requested to communicate with the Contracting
    Authority before the conference to confirm attendance. Bidders
    should provide, in writing, to the Contracting Authority, the
    name(s) of the person(s) who will be attending and a list of
    issues they wish to table no later than August 20th, 2014..
    
    Any clarifications or changes to the bid solicitation resulting
    from the bidders' conference will be included as an amendment to
    the bid solicitation. Bidders who do not attend will not be
    precluded from submitting a bid.
