    OVERVIEW
    
    Reconstruction of sections 93 and 94 of the Queen’s Wharf located at the Canadian Coast Guard (CCG) base in Quebec City, on behalf of the Department of Fisheries and Oceans (DFO). 
    
    The Queen’s Wharf belongs to DFO and is mainly used for CCG operations and berthing ships. The reconstruction of sections 93 and 94 is the last step in restoring the Queen’s Wharf, and therefore completing the restoration.
    
    
    MANDATORY CRITERIA AT CLOSING DATE
    
    The Bidder must enclose a bid security with its bid.
    
    Achievements of Bidder 
    Provide signed reference letters to demonstrate the requirements in paragraph 3.1 of clause SI08 are fulfilled.
    
    Achievements of Key Personnel 
    Key personnel on the Bidder’s project team are:
    1) Project leader
    2) Superintendent
    
    Provide signed reference letters to demonstrate that the requirements of paragraphs 3.2.1 and 3.2.2 of clause SI08 are fulfilled.
    
    A sample of an acceptable (typical) reference letter is provided in Annex D.
    
    
    OPTIONAL SITE VISIT
    
    There will be a site visit on Wednesday December 12, 2018, at 9:30am. Interested bidders are to meet at the following address :

    Bidders should arrive at 9:00am to allow check-in at the Reception.
    
    Bidders are requested to send the list of participants to the visit by email at Gabriel.Piras@tpsgc-pwgsc.gc.ca no later than Tuesday December 11 at 14:00.
    
    It is recommended that bidders intending to submit a bid attend the site visit or send a representative. However, all questions, answers, clarifications or information affecting the RFP will be shared with all in the form of an amendment. Bidders who do not attend the visit will still be allowed to submit a bid.
    
    Given the importance of electrical work, it is recommended that the electrical contractor be invited to attend the visit.
    
    Bidders must plan for an off-site parking as there will be no parking available on-site for bidders attending the visit.
    
    
    CONSTRUCTION TIME
    
    The Contractor must perform and have completed the Work at the latest on July 31, 2022.
