    IMPORTANT NOTICE TO SUPPLIERS REFERENCE BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Submissions MUST be sent by EPOST Connect service offered by Canada Post.
    
    TWO-ENVELOPE BID
    This Bid shall be submitted following a "two-envelope" procedure. Refer to SI06 of the Special Instructions to Bidders.
    
    DESCRIPTION
    
    The fishermen’s wharf at Cap-aux-Meules has been the subject of a structural analysis completed in 2020. Following this analysis, several sections of the wharf were found to be very critical. As a result of the observed damages to the concrete beams, the loading capacity of some sectors has been greatly diminished. In addition, mooring of vessels has been prohibited in some areas and some bollards moorings have been out of service. These restrictions significantly disrupt the usual activities at the wharf. 
    
    To offset the prohibited areas, temporary mitigation measures must be put in place. The temporary mitigation measures shall include a temporary wharf put in place in front of the fishermen's wharf. More specifically, the work includes, but not necessarily be limited to:
    - Engineering services
    - Mobilization of equipment to the Magdalen Islands
    - Installation of a temporary wharf facing the fishermen's wharf
    - Installation of a walkway between the wharf and the temporary wharf
    - Monitoring and maintenance of temporary wharf during their period of use
    - Demobilization of Equipment after their period of use.
    
    The contractor remains responsible to determine the equipment required to provide temporary facilities. Method chosen by Contractor shall comply with requirements.
    
    SITE VISIT / BIDDERS’ CONFERENCE
    
    There will not be a site visit. Wharf is accessible to general public. Individuals participating in the site visit should provide appropriate clothing, but at least: construction vest, security boots, security glasses, security helmet and flotation vest.
    
    A bidders’ virtual meeting will be held on MS TEAMS from 2 PM to 4 PM on August 25,2021. To be invited, bidders shall communicate by email to serge.jean@tpsgc-pwgsc.gc.ca
    
    MANDATORY CRITERION AT CLOSING DATE
    
    The Bidder shall enclose bid security with its bid.
