Description of the Requirement:

The contractor shall propose senior, intermediate and junior resources to carry out real property project management. These resources will assist the technical authorities of Public Works and Government Services Canada (PWGSC) with the delivery of various projects which will be described in greater detail when the task authorization is issued. Some administrative tasks could be assigned to an administrative assistant.

The contractor shall provide services for all project delivery phases of the National Project Management System (NPMS), including planning, design, implementation and delivery close-out.

Services could be required Monday to Friday and occasionally on weekends (we estimate to 2% the work that should be done during week-ends). The level of effort will be specified in Statement of Work in the task authorization.

It is expected that about 45% of the work will be carried out in the Metropolitan Area of Québec City, 40% in the Metropolitan Area of Montréal, and 15% in the province of Quebec outside those areas and outside the National Capital Region. It is only an estimate.

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Canadian Free Trade Agreement (CFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Proposed period of contract:

The period of the Contract is from date of Contract to March 31st, 2023 inclusive with two (2) options to extend the contract by one (1) additional year each for a total possible contract length going to March 31st, 2025.

Debriefings:

Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. Specialized technical services - Environmental fate of ammunition residues in the training areas
