    A Phased Bid Compliance Process (PBCP) will apply to Phase I and Phase II of the evaluation process. All bids found compliant by Canada after the completion of Phase I and II must perform a Flight Demonstration Program Evaluation under Phase III.
    
    This requirement is not subject to the international trade agreements and falls within the framework of the Defence Procurement Strategy, therefore, the Industrial and Technological Benefits Policy including Value Proposition, will apply to both the Acquisition and
    In-Service Support Contracts.
    
    The Department of National Defence RCN ISTAR UAS project will acquire and support a sustainable, airborne, beyond-visual-line-of-sight near real-time Intelligence, Surveillance, Target Acquisition, and Reconnaissance UAS to support the RCN’s domestic and international operations, which includes support to joint forces ashore. The UAS will be used as a complementary air asset to the Halifax-class frigates embarked CH148 Cyclone maritime helicopter by providing ISTAR support to Domestic Sovereignty Patrols, Assistance to Other Government Departments, Maritime Interdiction Operations, Maritime Counter-terrorism Operations; Maritime Domain Awareness, Embargo Operations, and Humanitarian Assistance and Disaster Relief. The UAS will gather ISTAR information out to beyond the horizon of the ships fitted sensors and provide surveillance out to the maximum capable range of the Uncrewed Aircrafts fitted payloads, in both day and night and most weather conditions. It will be used to detect, localize, track and identify vessels of interest and provide targeting of potential threats. For near ship operations, the UAS will be used for surveillance and over watch during maritime interdiction and boarding operations. Within the littoral environment, the UAS will be used for surveillance, reconnaissance and targeting of coastal threats. The UAS will be embarked on the Halifax-class frigates either in Halifax, Nova Scotia or Esquimalt, British Columbia.

    This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada's Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA).
