    LETTER OF INTEREST (LOI)

Title: AREA DETECTION & IDENTIFICATION SYSTEM (ADIS)

Canada is in the planning stages for a competitive Request for Proposal (RFP) for the ADIS project.
This Letter of Interest (LOI) seeks information from industry on its interest, capacity and ability to mature the Compact Atmospheric Sounding Interferometer Engineering Development Model (CATSI EDM) into the ADIS solution, so as to produce and deliver the systems that meet the ADIS requirements; and to provide industry the opportunities to provide feedback on the procurement strategy.

Canada intends to host an Industry Day information session and one-on-one sessions shortly after the close of the LOI. One-on-onemeetings, with the ADIS Project team, will be held following the Industry Day information session. Both events will be held in the greater Ottawa area at a time and place to be confirmed.

This Industry Day information session andcorresponding one-on-one sessions will be an opportunity to pose and address questions with regards to this LOI and to allow industry’s feedback in regards to relevant technical input for the upcoming potential RFP.
These meetings may also provide an opportunity for potential offerors to consult the CATSI Technical Data Package. Industry Engagement Questions are included with this LOI to provide industry the opportunity to review and prepare written comments and recommendations which will serve to facilitate the consultation process during the Industry Day.
The information provided by Canada in this LOI is preliminary and may change. This LOI is not a solicitation nor will it be used to pre-qualify or otherwise restrict participation in a futureRequest for Proposal (RFP). A contract will not result from this LOI.

The issuance of this LOI does not create an obligation for Canada to issue a subsequent RFP, and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from potential offerors. Industry recommendations that do not restrict the level of competition nor favour a particular company will be given consideration. However, Canada reserves the right to accept or reject any or all recommendations received.

Responses to this LOI will not be used to identify a source list for the purposes of undertaking any future work. Responding to this LOI is neither a condition nor a prerequisite for participation in any RFP should Canada elect to proceed accordingly.

Potential offerors are advised that any information submitted to Canada may be used by Canada in the development of a procurement strategy for this requirement and the development of a
subsequent competitive RFP. All industry consultations will be documented and this information is subject to the Access to Information Act. Canada will not reveal any designated proprietary information to third parties. Potential offerors responding to the LOI should identify any submitted information that is to be considered as either company confidential or proprietary.
