Medevac Services

This Request for Proposal is initiated by the Keewatin Yatthe Health Region and Mamawetan Churchill River Health Region jointly with Public Works Government Services Canada (PWGSC) on behalf of Health Canada to serve the medical needs of all clients in the Province of Saskatchewan.
The objective of this RFP is to award two contracts to one Contractor who can provide the services detailed herein to each Government entity - one contract with the Keewatin Yatthe Health Region and Mamawetan Churchill River Health Region and one contract with Health Canada. A second contract is required for Health Canada as they serve the medical needs of Non-Insured Health Benefits clients, and therefore do not fall within the scope of the Province ofSaskatchewan.
The bidder is invited to submit one proposal for both Government entities. The evaluation procedures, basis of selection, evaluation criteria and Basis of Payment detailed herein apply to both requirements. Please see Annex A and Annex B for more information. 
An optional bidders' conference will be held via WebEx online meeting on December 9, 2016. The conference will begin at 1:30pm CST. Refer to the section Solicitation Information Relating to Health Canada, article 2.5 for more information.

This requirement is exempt from the World Trade Organization Agreement on Government Procurement (WTO-AGP) in accordance with Annex 4, Services Coverage for the WTO-AGP Defined by the Common Classification System  V203A is not listed as services covered by WTO-AGP. 

The requirement is exempt from the North American Free Trade Agreement (NAFTA) under Chapter 10, Annex 1001.1b-2, Services, Section B - Excluded Coverage - Schedule of Canada Services Exclusion by Major Service Category- V Transportation, travel and relocation - All Classes (except V503). 

This requirement is exempt from the Agreement on Internal Trade (AIT) in accordance with Annex 502.1B - Services Covered by Chapter Five. 1. All services are covered except the following: f) health services and social services

This bid solicitation cancels and supersedes previous bid solicitation number H3551-150951/A dated 2016-06-10 with a closing of 2016-07-08 at 2:00pm CDT. A debriefing or feedback session will be provided upon request to bidders who bid on the previous solicitation.
