    Development of Learning Services
    
    The Department of National Defence, RCAF Learning Support Centre (LSC) has a requirement for integrated Individual Training and Education (IT&E) consultancy services, support services, and learning development services to continuously improve support to over 40 RCAF Training Establishments (TE) in Canada. 
    
    Professional Services are required commencing in 2018,with an intial 12 month contract period for fiscal year (FY) 2017/18 thorugh to FY 18/19; with two (2), one (1) option periods.  
    
    All the work will be conducted at CFB Borden, Ontario Canada, unless otherwise directed by DND.
    
    
    This Bid Solicitation is issued against PSPC Learning Services Supply Arrangement (SA) E60ZH-1700LS,for services as outlined in the Centralized Professional Services System (CPSS) portal.
    
    
    A bid must comply with all of the requirements of the bid solicitation and meet all mandatory technical criteria and point rated evaluation criteria to be declared responsive.
    
    All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.
    
    Request For Proposal (RFP) documents have been invited and will be e-mailed directly from the contracting officer to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.
    
    Additional qualifed suppliers under the Supply Arrangement E60ZH-1700LS are requested to contact the contracting officer to participate in the RFP.
    
    Professional Services are to be provided for the following SA Streams:
    
    Instructional Design and Development
    Custom eLearning
    Multi-Media Design and Development

    The Crown retains the right to negotiate with suppliers on any procurement.
