This NPP Amendment is raised to extend the closing date of the Request for Proposals to December 19, 2017.

DESCRIPTION OF REQUIREMENT

The Department of Public Works and Government Services Canada (PWGSC), on behalf of Health Canada (HC), is seeking the services of contractors for the provision and management of a workforce of nurses to supplement internal HC resources on an "as and when requested" basis, at different remote, semi-isolated and isolated First Nations communities in the provinces of Alberta, Manitoba, Ontario and Quebec. 
 
The services provided by the contractor will encompass the care of patients and the provision of assistance to medical doctors in the treatment of illness, the conduct of programs designed to promote health and prevent diseases, and the provision of advice. The services may also include direct patient care to individuals, families and groups in the home and community, and consultation, dependent upon the demands of individual task authorization.

In addition, situations may arise where the services provided by the Contractor will be required as part of a surge capacity response in providing nursing services to support "regional" (federal, provincial, territorial and Indigenous) health authorities in urgent and critical situations, of a temporary nature. 

Each contract is expected to be awarded for an initial period of three-years and include two one-year option periods. Each contract will also include an option to acquire nursing services for additional regions and an option to add new resource categories in support of the scope of work.

APPLICABLE POLICIES

This procurement is not subject to Trade Agreements as Health Services are excluded from the North American Free Trade Agreement (NAFTA), the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-Chile Free Trade Agreement (CCFTA), the Canada Peru Free Trade Agreement (CPFTA) and the Canadian Free Trade Agreement (CFTA). 

This procurement is Conditionally Limited to Canadian services as defined by the Canadian Content Policy. 

The Federal Contractors Program (FCP) for employment equity will apply to this requirement; see Part 5 - Certifications, Part 7- Resulting Contract Clauses and the annex named Federal Contractors Program for Employment Equity - Certification. 

This procurement is not set aside under the federal government Procurement Strategy for Aboriginal Business (PSAB) but does contain a mandatory Aboriginal Participation Component (APC), which promotes direct and indirect benefits to Aboriginal communities.
