    THIS IS AN UPDATE OF THE SECURITY INFORMATION FOR THE
    E-PROCUREMENT SOLUTION (EPS); THIS IS NOT A SOLICITATION.  
    
    ALL REFERENCES TO "LETTER OF INTEREST (LOI)" OR "REQUEST FOR
    INFORMATION (RFI)" IN THIS NOTICE OF PROPOSED PROCUREMENT (NPP)
    ARE REPLACED WITH "SECURITY UPDATE".
    
    Purpose
    The purpose of this NPP is to provide all suppliers with the
    updated security information for EPS.  
    Summary 
    Public Works and Government Services Canada (PWGSC) is seeking
    an e-Procurement Solution (EPS) whereby the service provider
    will not only be required to deliver an enterprise-wide,
    commercially available electronic procurement system but also to
    provide a fully managed service including system configuration,
    implementation, maintenance, upgrades and operation to ensure
    Government of Canada's objectives and service level requirement
    are fully met. The EPS will provide a full range of
    e-procurement services including but not limited to:
    (a)	Sourcing management;
    (b)	Procurement management;
    (c)	Contract management;
    (d)	Business intelligence; and
    (e)	Supplier relationship management.
    
    Supply Chain Security Information (SCSI)
    
    At the Request for Proposal (RFP) stage bidders must submit
    specific information regarding each component of their proposed
    e-Procurement Solution's supply chain. This information is
    referred to as Supply Chain Security Information (SCSI). This
    information will be used by Canada to assess whether, in its
    opinion, a bidder's proposed supply chain creates the
    possibility that the bidder's proposed e-Procurement Solution
    could compromise or be used to compromise the security integrity
    of Canada's equipment, firmware, software, systems or
    information in accordance with the Supply Chain Integrity
    process. This assessment is referred to as the SCSI Integrity
    Assessment.
    National Security Exception (NSE) Notice
    All aspects of the EPS solicitation and resulting Contract
    associated with the Supply Chain Integrity process are subject
    to the national security exception and are, therefore, excluded
    from all of the obligations of the trade agreements.
    Feedback on Security Update
    All suppliers are encouraged to provide feedback on the updated
    security information attached to this NPP by emailing their
    feedback to the Contracting Authority at the generic email
    address identified below.  
    Feedback is requested by the close date of the NPP; however, it
    will also be accepted and considered following the close of the
    NPP.
    Review and Refine Requirements (RRR) Suppliers are asked to
    provide feedback through the RRR process.

    The RRR process is underway with ITQ Responsive Suppliers.  The
    updated security information is being shared with RRR
    Representatives and publicly with industry as it is critical
    information for the anticipated Request for Proposal (RFP).

    The anticipated RFP will be posted on the Government Electronic
    Tendering Service (GETS) and open to all suppliers.
