Trade Agreement: NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: Suppliers on permanent list or able to meet qualification requirements Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: COMPUTER NETWORK OPERATIONS TRAINING W3915-120010/A Steele, Brian (121zh) Telephone No. - (819) 956-3569 NOTICE OF PROPOSED PROCUREMENT The Department of National Defence has a requirement for a Contractor to assist the Canadian Forces School of Communications and Electronics (CFSCE) as they look to identify and implement alternative training delivery mechanisms, assess training requirements and design and develop new courses due to occupational restructuring. The contract will be from the date of contract award to March 31, 2014 inclusive with the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year periods under the same conditions. The requirement described herein is open to Learning Services Supply Arrangement (SA) Holders only. Eligible Suppliers: Modis Canada and XIA Systems, in joint venture Atlantis Systems Corporation Bluedrop Performance Learning Calian Ltd, and dominKnow Learning Systems, in joint venture Friesen, Kaye and Associates, KLA Visual Porductions, and Real Decoys Ltd, in joint venture GevcInteractive IBM Canada Ltd Olivus Inc. Pensivo Inc. Prospero Learning Solutions Technologies for Learning Group The VCAN Group, D.J. Multimedia Inc, in joint venture To be declared responsive, a bid must: comply with all the requirements of the bid solicitation; meet all the mandatory evaluation criteria; and obtain the required minimum number of points specified in Attachment 1 to Part 4 for the point rated technical criteria. Bids not meeting 1. or 2. or 3. will be declared non-responsive. Neither the responsive bid obtaining the highest number of points nor the one with the lowest evaluated price will necessarily be accepted.. The evaluated price per point of a responsive bid will be determined by dividing its evaluated price by the overall score it obtained for all the point rated technical criteria detailed in Attachment 1 to Part 4. The responsive bid with the lowest evaluated price per point will be recommended for award of a contract. In the event two or more responsive bids have the same lowest evaluated price per point, the responsive bid that obtained the highest overall score for all the point rated technical criteria detailed in Attachment 1 to Part 4 will be recommended for award of a contract. Before award of a contract, the following conditions must be met: the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses; the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Part 7 - Resulting Contract Clauses; and the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites. Bidders are reminded to obtain the required security clearance promptly. Any delay in the award of a contract to allow the successful bidder to obtain the required clearance will be at the entire discretion of the Contracting Authority.
