REFRESH FOR THE REQUEST FOR SUPPLY ARRANGEMENT FOR LEARNING SERVICES

REFRESH NOTICE:

This is a refresh notice for the Learning Services Supply Arrangement. 

This RFSA will solicit:

(1)  new suppliers to submit Arrangements to become pre-qualified suppliers under the Learning Services Supply Arrangement;and,

(2)  current suppliers who have a Supply Arrangement under the RFSA E60ZH-070003/F-H and who want to pre-qualify for additional Categories.

Existing Suppliers are not required to requalify for categories in which they already have pre-qualified under the Learning Services Supply Arrangement. 

REQUIREMENT

This solicitation is a tender for arrangements to satisfy the Government of Canada's requirements for the provision of Learning Services to locations throughout Canada, excluding any locations in areas subject to any of the Comprehensive Land Claims Agreements (the "Services").

Stream 1 - Strategic Learning Advisory Service
Stream 2 - Instructional Design and Development Service
Stream 3 - Custom e-Learning Product Programming Service
Stream 4 - Rapid e-Learning Product Programming Service
Stream 5 - Quality Assurance Service
Stream 6 - Multimedia Design and Development Service
Stream 7 - Project Management Service
Stream 8 - Training Delivery

THE PERIOD OF THE SUPPLY ARRANGEMENT

The period for awarding contracts under the Learning Services Supply Arrangement is from date of issuance of the SA to December 31, 2016.

As part of PWGSC’s National Procurement Strategy for Professional Services, PWGSC is reviewing the Learning Services Supply Arrangement and Standing Offer. Various options are being considered and suppliers will be notified once a decision has been made. If delays occur, the current LearningServices Standing Offers and Supply Arrangements could be extended to ensure there is no gap for suppliers and client departments.

INFORMATION ON BIDS AND CENTRALIZED PROFESSIONAL SERVICES SYSTEM:

In addition to submitting a print copy to the BidReceiving Unit, Suppliers must submit their technical bids as specified in Part 3 through the Data Collection Component of the Supplier's Module of the CENTRALIZED PROFESSIONAL SERVICES SYSTEM (CPSS).

Suppliers must contact CPSS directly for enrollment questions or technical assistance. Access to this solicitation is completed thru the Data Collection Component of the "Dashboard". 

Suppliers arerequired to enter all the required data into the Data Collection Component, Print the required parts of the Data Collection Component, and submit WITH the hard copy of the bid by the closing date, time and location indicated on page one (1) of this solicitation refresh.  The Data Collection Component allows bidder’s to re-submit the electronic copy of the bid, replacing that bidder's previous electronic copy of the bid. 

The Crown retains the right to negotiate with suppliers on any procurement.
