    Following the renewal of Learning Services Standing Offers
    (RFSOSA), Solicitation No. E60ZH-070003/F
    reference number: PW-$$ZH-121-27655 and pursuant to the
    Financial Evaluation methodology set out in
    the solicitation as extracted hereunder:
    
    Conduct of Financial Evaluation
    PWGSC will conduct the financial evaluation based on the
    methodology detailed below using the firm all
    inclusive per diem rates proposed by the Offeror.
    
    Definition of Original Median - the median calculated from all
    technically responsive offers submitted in
    the RFSO .
    Definition of Adjusted Median - the median calculated by
    removing all offers greater than 30%
    and all offers lower than minus 30% of the Original Median.
    
    (a) For the technically responsive Offerors, the financial
    offers submitted in response to this solicitation
    will be assessed independently.
    (b) The following steps will be taken for each Category Level in
    each Region and sub-region:
    
    Step 1 Each Offeror will have an "evaluated cost" calculated for
    every Category and Level in each Region
    and Metropolitan area it submitted an Offer. The total evaluated
    cost will be determined in accordance with the Financial Offer
    template in Attachment "F"
    
    Step 2 A " Median" will be calculated for every Category  and
    Level using the Total Evaluated Cost
    calculated in Step 1. A median is the middle offer in a set of
    offers whereby half the offers are greater and
    half are lower. For example in the set {100, 150, 200, 400,
    900}, the median is 200.
    
    Step 3 (i) Each of the remaining offers that have an 'evaluated
    cost' that falls outside the "
    Median" band of plus or minus 30% for a Category Level will be
    removed from the total evaluated cost
    population.
    (ii) The "Median" will be based on those offers with a total
    evaluated cost falling within the
    "Median" band of plus or minus 30% for the Category Level.
    
    Step 4 (i) Any Offeror proposing a total evaluated cost greater
    than the "Median" band of plus
    30% will be considered not financially compliant and will be
    considered "Inactive" and will receive no
    further consideration for that Category Level. The Offeror will
    not be available to Identified User for any
    new requirements raised under the SO for that specific Category
    Level for the SO period.
    (ii) Any Offeror proposing a total evaluated cost that is less
    than or equal to the " Median" band
    of plus 30% will be considered compliant for that specific
    Category Level.
    
    In support of the government's open data initiatives, this
    notice provides the established
    Learning Service's Standing Offer adjusted median rates by
    region, category and level. The
    attachments are provided in PDF formats and can be directly
    downloaded from this notice.
    Reminder, the data provided herein is for reference purposes to
    enable government, private
    sector, and non-government organizations to review the current
    median results for information
    purposes. For the purposes of any Learning Service's transaction
    requiring the issuance of a
    call-up against the Learning Service's Standing Offer framework,
    government users must use
    the Centralized Professional Services System (ePortal) to obtain
    the applicable firm rates and
    must ensure the transaction is carried out in accordance with
    the Learning Service's call-up
    procedures.

    Suppliers that are interested in becoming pre-qualified for the
    Learning Services Supply
    Arrangement, please note that PWGSC will post active quarterly
    refresh solicitations open to
    industry starting in January 2015. Suppliers are encouraged to
    visit the Centralized Professional
    Services e-Portal and review the information For Businesses.
    
    Interested suppliers are reminded that active Learning Services
    solicitations are published on
    Buyandsell.gc.ca and identified as active for bid data entry via
    the CPSS Solicitation Dashboard
    Snapshot.
    
    There will be no opportunity on a quarterly basis to qualify for
    the Learning Services Standing
    Offer, and/or revise any rates until such time as the Standing
    Offer is renewed.
