    Requirement
    Global Affairs Canada is looking to establish, through this Request for Proposal, a competitively awarded contract for the provision of a full range of hospitality function management, related to food and housekeeping services. These services will mainly be provided at two specific locations, the Official Government hospitality center on the 9th floor of Lester B. Pearson building (A9) and the Canadian official guest house, 7 Rideau Gate (7RG)and on an “as and when requested” basis, occasionally at other locations, such as museums, banquet halls, etc. These services are provided in connection with high-level official events hosted by the Prime Minister and Federal Ministers for Heads of State, Government and Foreign Dignitaries, and high-level Guests of Honour.  
    
    In accordance with the Statement of Work at Annex "A", contractor will have to provide at the minimum the following resources:  
    • 1 X Manager/Maitre D’hôtel 
    • 1X Site Manager 
    • 1 X Executive Chef
    • 1 X Chef Cuisiner
    • 1 X Sous-chef
    •3 X Servers
    •2 X Kitchen Helper and related support services
    
    Contract Period
    The RFP will result in a Contract valid 2 years with Canada retaining the irrevocable option to extend the term of the Contract by up to 3 additional consecutive 1 year under the same conditions.
    
    Sourcing
    Canada invoke the National Security Exception to exempt this procurement from the provisions of all Canada’s trade agreements obligations. 
    
    There is a security requirement associated with this requirement. Should a bidder wish to obtaina level of security, it is necessary that PSPC sponsor the bidder so that CISD can initiate procedures for the security clearance. CISD, by letter, will forward the necessary documentation to bidders for completion by the bidder’s security officer, in order to move forward with the security clearance process.
    
    The requirement is limited toCanadian goods and/or services.
    
    The requirement is subject to the Ontario Labour Legislation. 
    
    Basis of Selection
    To be declared responsive, a bid must:  a) comply with all the requirements of the bid solicitation; and b) meet all mandatory criteria; and c) obtain the required minimum of 49 points overall for the technical evaluation criteria which are subject to point rating.  The rating is performed on a scale of 70 points. Bids not meeting (a) or (b) or (c) will be declared non-responsive. 
    
    The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70 % for the technical merit and 30 % for theprice. The responsive bid with the highest combined rating of technical merit and weighting will be recommended for award of a contract.
