    To include an additional GSIN number (D032A)

    Letter of Intent (LOI) re ProServices, the replacement of
    PSOnline

    In December 2011, Public Works and Government Services Canada
    (PWGSC) launched the implementation of the Professional Services
    National Procurement Strategy to reduce red tape, increase
    access and reduce the administrative burden of clients and
    suppliers when contracting for professional services. To
    achieve these objectives, the Strategy includes the development
    of a single, mandatory supply arrangement for requirements
    valued below the NAFTA threshold, (currently $78,500), which
    will replace the various overlapping procurement instruments,
    such a PSOnline. This single, mandatory supply arrangement will
    be called ProServices and will contain, initially, categories
    from Task and Solutions Professional Services [task based]
    (TSPS) and Task Based Informatics Professional Services (TBIPS).

    The purpose of this LOI is to provide industry with an
    opportunity to participate in Canada wide consultations on
    ProServices, starting in August 2012. The goal of these
    consultations is to continue to gather feedback on proposed
    evaluation criteria: for example, number of years in business;
    number of projects directly related to categories of personnel;
    possible "grandfathering" of existing pre-qualified suppliers
    from TSPS [task based] and TBIPS supply arrangements, etc.

    In the Fall of 2012, a Request for Supply Arrangement (RFSA) for
    ProServices will be released through the Government Electronic
    Tendering System (MERX). The launch of ProServices is planned
    for Spring 2013, and will be accessed through the single
    e-Portal, Centralized Professional Service System (CPSS).
