    QUARTERLY REFRESH NOTICE
    
    This is the quarterlyrefresh notice for the ProServices Request for Supply Arrangements (RFSA). This RFSA will solicit:
    
    (1) new bidders to become Suppliers under the ProServices Method of Supply; and,
    (2) Suppliers who have a Supply Arrangement (SA) wishing to qualify for additional categories.

    BACKGROUND
    
    This document will serve to refresh the Request for Supply Arrangement (RFSA) in place for the provision of ProServices and to maintain the current Supply Arrangements.  
    
    Existing Suppliersare not required to re-qualify for any categories for which they already have a SA although they must otherwise continue to comply with the requirements of the bid solicitation.
    
    Existing suppliers on the Task Based Informatics Professional Services (TBIPS) and/or the Task and Solutions Professional Services (TSPS (task based only)) who have been awarded a TBIPS and/or TSPS (task based only) standing offer, supply arrangementor both from the recent annual re-competition or refresh bid submission, maygrandfather their awarded TBIPS and/or TSPS (Task based only) categories into ProServices providing all other mandatory requirements specific to the ProServices refresh bid submission have been met.  These suppliers still have to download the RFSA document from the Buy and Sell Tenders site, and enter and submit their information into the CPSS Supplier Module - Data Collection Component (DCC).  The information which must be entered into the CPSS Supplier Module - DCC is included in the RFSA.  
    
    REQUIREMENT
    
    This solicitation is a Request for Supply Arrangement to satisfy Canada's requirement for the provision of ProServices to locations throughout Canada, excluding any locations in areas subject to any of the Comprehensive Land ClaimsAgreements.
    
    Each bid may result in a Supply Arrangement (SA).  
    This procurement vehicle includes twelve Streams:
    
    IT Streams (mirrored from TBIPS)
    
    Stream 1: Application Services 
    Stream 2: Geomatics Services
    Stream 3: IM/IT Services 
    Stream4: Business Management Services
    Stream 5: Project Management Services
    Stream 6: Cyber Protection Services
    Stream 7: Telecommunications Services
    
    Non-IT Streams (mirrored from TSPS)
    
    Stream 8:    Human Resources Services
    Stream 9:    Business Consulting/ChangeManagement
    Stream 10:  Project Management Services
    Stream 11:  Real Property Project Management Services
    Stream 12:  Technical Engineering and Maintenance Services (TEMS) 
    
    The Supply Arrangement will remain valid until April 02, 2018or until such time as Canada no longer considers them to be advantageous to use them. The period for awarding contracts under the Supply Arrangement begins on the start date of the Supply Arrangement.
    
    In as much as possible, PWGSC will issue a bid solicitation intended to replace the Supply Arrangements for the Services every 4 years, although PWGSC reserves the right to choose to proceed with a different procurement vehicle for the requirement if it considers such action appropriate. Each such re-competition requires all bidders, including those who may have received a supply arrangements under the previous original competition solicitation, to submit a bid in response to the re-competition bid solicitation in order to continue to provide servicesunder its resulting Supply Arrangements.
    
    SET-ASIDE PROGRAM FOR ABORIGINAL BUSINESS
    
    Part of this procurement may be designated by one or more Identified Users as set-aside under the federal government's Procurement Strategy for Aboriginal Business (PSAB). In thesespecific cases, (i) the procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses, and (ii) as per Article 1802 of the AIT, the AIT does not apply.
    
    In order to be considered as an Aboriginal Business under the PSAB, the Bidder must complete the Aboriginal Business certification contained in the Data Collection Component of the CPSS.
    By executing the certification, the Bidder warrants that it is an Aboriginal business as defined in the Set-aside Program for Aboriginal Business.

    The following Zones, Regions and Metropolitan areas may receive Services under this supply arrangement where a Supplier is qualified to do so:

    National Zone/Canada Wide, Atlantic, Quebec, Ontario, Western, Pacific, National Capital.
    
    Metropolitan Areas:
    Halifax, Moncton, Montreal, Quebec City, Toronto, Calgary, Edmonton, Saskatoon, Winnipeg, Vancouver, Victoria, National Capital Region.
    
    OFFICIAL LANGUAGES
    
    The services to be provided will be delivered in one or both of the two official languagesof Canada according to the requirements of the Identified User.
    
    CENTRALIZED PROFESSIONAL SERVICES SYSTEM (CPSS)
    
    All suppliers that want to bid will have to enroll into the Supplier Module of the PWGSC Centralized Professional Services System (CPSS) e-Portal to obtain an account.  Suppliers will be required to submit a portion of their technical bid through the CPSS e-Portal Supplier Module.     NOTE: As the CPSS e-Portal does not currently accommodate digital signatures, Bidders will also be required to submit documents in hard copy format through the Bid Receiving Unit. Instructions in the RFSA provide further details.
