Invitation to Qualify - Digital Platform Modernization Phase 3

AMENDMENT TO CLOSING TIME: Please disregard the Ariba Discovery posting response deadline closing time and Buyandsell posting closing time. All required supporting documentation and bid submission must be submitted by January 9, 2023 at 2:00pm EST. All bids submitted after 2:00pm EST will result in the bid being declared nonresponsive. This ITQ is the first phase of a procurement process by Public Works and Government Services Canada (PWGSC), on behalf of Immigration, Refugees and Citizenship Canada (IRCC), for Digital Platform Modernization Phase 3 (DPM P3). The ITQ invites suppliers to prequalify in accordance with terms and conditions of the ITQ including mandatory and rated evaluation requirements. IRCC has a requirement for various Goods and Services for a multiphased Programme designed to modernize and optimize the Department’s systems and processes used to process client applications for immigration, refugee and citizenship services. Following the ITQ and RRR, the RFP is anticipated to contain two streams to allow for Prime SIs and CTVs to be bid on the RFP in partnership. Following RFP evaluations, it is anticipated that the procurement will result in the award of two separate contracts; one to a Contractor (the “Prime System Integrator (SI)”) who will have overall responsibility for the implementation of the DPM P3 Solution and one to a Core Technology Vendor (CTV) who will provide core technology products, licensing, and initial support and maintenance. This ITQ process is not a solicitation of bids or tenders.
