    SCALEUP

    ScaleUp is a social procurement initiative led by Shared Services Canada (SSC) to increase the diversity of bidders on government contracts. As a ScaleUp solicitation, this procurement is a set-aside for Canadian small businesses that are either owned or led by underrepresented groups or Indigenous businesses.

    OBJECTIVE

    The Government of Canada is required to provide an inclusive and barrier free environment for all its employees. Housed in Shared Services Canada, the Accessibility, Accommodation, and Adaptive Computer Technology (AAACT) program offers individual support to employees with disabilities by providing assessments of their accommodation needs and access to an inventory of adaptive technology hardware and software. The project’s expertise is in computer technology, but employees frequently need a combination of technical tools, training, developing new skills, and changing ways of working. These resources are currently contracted individually by each federal department, but it would be faster and more cost effective to incorporate them into AAACT’s services.

    In researching these complementary services, AAACT identified that substantial client needs could be met by the services of Occupational Therapists. These providers have expertise in adapting surroundings and tasks to client needs, who will support the implementation of safe workplaces and mobile workplace solutions and to support employees and managers with training and guidance for cognitive and learning disabilities including subjects such as time management, changing workflows, and communicating needs and barriers. AAACT’s traditional service stream has focused on the relationship between clients and their computers, and we are interested in incorporating non-technical solutions provided by Occupational Therapists to improve our clients’ work experiences.

    NUMBER OF EXPECTED CONTRACTS

    Canada's intent is to establish a prequalified list and potentially award multiple contracts for the provision of Occupational Therapists by region.

    CONTRACT VALUE

    The sum of the total value of any and ALL resulting contract(s) including any subsequent amendments, or the exercising of options will not exceed $238,000 (taxes included).

    PROBLEM STATEMENT

    Canada lacks Occupational Therapists that can provide ad-hoc, enterprise-wide holistic accommodation support for employees with disabilities and injuries in order to create a barrier-free and inclusive public service. Refer to the ScaleUp Solicitation Statement of Challenge (SOC) for a detailed description of the preliminary SOC elements, including the Problem Statement and Challenges.

    A bilingual webinar has been scheduled for Tuesday November 28, 2 PM EST to provide clarity for Canada’s requirement and to provide additional information about the procurement and bidding process. Although attendance at the webinar is not mandatory, it is highly recommended that potential bidders attend.

    SSC will organize an Invitation to Refine (ItR) process after the bilingual webinar on Wednesday November 29, 2PM EST. The ItR will comprise an interactive engagement session and/or a survey, which will be used to finalize the requirement.     SOLICITATION DOCUMENTATION

    ScaleUp has simplified the bidding process through the creation of ScaleUp Solicitation and Bid Form (SSBF), which is made of two parts, the ScaleUp Solicitation (SS) – the document that includes all the information a bidder needs to decide whether to respond to the solicitation – and the ScaleUp Bid Form (SBF) – the simplified bid form that includes the bidder’s information, certifications, and financial bid (if required).

    The initial solicitation package includes 3 separate documents in both official languages, as follows:

    A - ScaleUp Supplemental Instructions – read-only pdf document
    B - ScaleUp Solicitation and Bid Form – interactive pdf document (please see instructions below)
    C - Invitation to Refine Rules of Engagement - read-only pdf document

    The following documents will be posted after the ItR:

    D - What We Heard report - summary of discussion from the ItR and outcome
    E - Resulting Contract – read-only pdf document that will be updated at contract award and includes the Security Requirement Checklist (SRCL)

    The ScaleUp Solicitation and Bid Form incorporates special features that are available only in Adobe PDF. As such, in order to use it, you will need to follow the following instructions:

    a) Ensure that Adobe Reader DC or higher is installed on your computer.
    b) Download the form to your computer
    - The form won’t open on mobile devices (iPads, tablets, mobile phones, etc.);
    c) Ensure Adobe Reader is the program that is used to open the form.
    - If Adobe Reader is not your default PDF reader program, your system may use your Internet browser to try to open it, resulting in error messages or a
    form malfunction.
    d) If you still have issues, read Adobe’s article on how to solve common issues.

    2) Read the Scale Up Solicitation

    a) The first page you are presented with will give a snapshot of all the key elements of the solicitation (description, value, webinar and other engagement dates etc)
    3) Respond to bid self-attestations in the ScaleUp Bid Form (SBF)
    a) Once you are ready to respond to the solicitation, you will complete the sections of the SBF to complete your bid. There are several sections to complete, including information about your company and prerequisites. You must meet the prerequisites to submit a bid.
    b) As you progress with filling in your bid information, if you encounter and areas you are unsure of you can press the HELP icon at the top right of the form to find out more information about the different sections of the form.
    4) Digitally sign the bid
    5) Submission of your bid
    a) Be sure to submit the completed (digitally signed) SBF and any other supporting documentation that was requested by the Contracting Authority in the SBF.
