    1. Objective

    Provide HR management support services to Senior level Executives

    1. Background

    Following the 2012 ISED DRAP reductions, CRC launched an in-depth transformation process to stabilize and mobilize its remaining work force. Over the following years, CRC realigned its research activities to maximize relevance, excellence and impact; it modernized its Campus facilities under a portfolio of Health and Safety projects; and it optimized its business processes and governance to better support both operational and research activities.

    The CRC has accomplished much since 2012, but its transformation is far from complete. In fact, CRC’s R&D focus on information and communications technologies means that it must compete in a world that is evolving at an incredibly rapid pace. As a result, the organization must continue to transform itself continually in order to understand, anticipate and lead this technological change. From a human resource perspective, this imperative requires that CRC develop, attract and maintain an extremely productive, innovative and agile workforce.

    From a research perspective, CRC has entered into a period of modest growth. If additional funds are secured, the organization needs to be positioned to staff up quickly. On the corporate side, modernization and streamlining of functions and a potential transfer of operations will be the main focus. In addition, for the whole organization, the coming year will center on talent management and leadership development.

    1. Scope of Work
    1. Tasks

    The HR consultant will be required provide management support on all HR related aspects, including but not limited to, the following:

    • Providing advice, guidance and support on talent management and leadership development initiatives;
    • Providing strategic HR advice and guidance to managers;
    • Delivering courses to management on how to run government staffing processes;
    • Delivering courses to employees on how to prepare for a government staffing process;
    • Providing oversight of and guidance to other consultants working on the file;
    • Providing advice and guidance on organizational design;
    • Providing advice and guidance on change management issues;
    • Representing and communicating management requirements to the central HR Operations Directorate;
    • Developing staffing and resourcing strategies;
    • Preparing and conducting recruitment and staffing processes at the EX and non-EX levels on behalf of management including activities such as recommending type of staffing processes, preparing statement of merit criteria, preparing assessment guide and tools, preparing the advertisements, participating in the screening of applicants, coordinating and administering of tests and interviews, completing reference checks and compiling all related reports;
    • Dealing with a variety of organizational design and classification issues related to the transfer of operations at both the executive and non-executive levels; and
    • Reviewing current work descriptions and recommending appropriate changes that include groups such as FI, CR, AS, PG, DD, EG, PC, GT, HP, GLWOW, GLEIM, GLPIP, GLMAM and GLMAN, as well as research type groups such as ENG, EL, CS, SE-REM and SE-RES.

    4.2 Deliverables

    The Consultants will be required to providing management support for the Human Resource aspect of the on-going organizational growth and adjustments. These will include, but are not limited to:

    1. Provide advice and guidance on HR related activities;
    2. Written reports, strategies and presentations on classification and organizational design issues, as requested by the Project Authority;
    3. Prepare and conduct recruitment and staffing processes at the EX and non-EX levels;
    4. Prepare and deliver training sessions on government staffing processes; and
    5. Represent CRC’s interest in negotiations and dealing with ISED’s Human Resource Branch.

    4.3 Meetings

    The Consultant will be required to attend meetings in person or via teleconference as requested by the Project Authority.

    4.4 Client Support

    The department’s role is to ensure authority delegation for HR actions, to review and approve jobs description contents based on organizational needs and priorities. It is also to ensure coherence with government and ISED classification and staffing related policies and procedures.

    The organization may provide org charts and previous and/or similar job descriptions as a basis when applicable.

    1. Work Location:

    The Consultants will work mainly on-site at CRC's offices located 3701 Carling Avenue, Ottawa, Ontario.

    1. Official Languages:

    The Resources must possess the ability to work in both official languages of Canada and be able to attend meetings in both official languages.

    1. Travel:

    There is no travel associated with this requirement.

    The Consultant must hold a valid security screening certificate at the level of “Reliability” prior to contract award.
