Solicitation 2BM067557/A cancels and supersedes solicitation 2BM067557 and its various attachments in the entirety. All revised documents will either include a reference to 2BM067557/A within the document itself or include "Final" in the document title when uploaded to BuyandSell. Bidders must use the revised documents when submitting a bid in response to this Challenge-Based Solicitation.
REQUIREMENT
Shared Services Canada (SSC) is seeking innovative solutions (“Solution”) enabling users to find, understand and explore SSC data assets via metadata management capability. As such, the objective of this procurement process is to secure a solution to house SSC’s Business Glossary and support metadata management as a capability.
PROCUREMENT PROCESS
Procurement Process 3.0 (PP3.0) is an innovative procurement framework to improve the ability of SSC to move quicker and produce better results. This challenge-based solicitation is a pilot launched by SSC’s Centre of Expertise in Agile and Innovative Procurement and leverages the PP3.0 approach.
This process involves the following stages: the solicitation stage, followed by the award of contracts for prototype development (up to 2 contracts of maximum $25K), the deployment of the solution, and the provision of operation and maintenance services. Any resulting contract will also include an option for Shared Services Canada (SSC) to deploy the service to other SSC Clients.
SSC will collaborate with TECHNATION in this Agile procurement.
TECHNATION has recently launched an open business intelligence platform called the TECH2GOV Digital Marketplace. This platform is open to all incorporated technology companies in Canada to register and showcase all areas of technology specialization and experience. (https://technationportal.ca)
The objective of the collaboration with TECHNATION is to see if the combination of the TECH2GOV and the simplified submission process under SSC’s PP3.0 could improve SMEs’ access to SSC’s procurements.
Expected benefits of the proposed collaboration include:
- Improved outreach: The Digital Marketplace enables greater outreach with SMEs that could potentially have the required capacity to perform in accordance with the requirements of the resulting contract.
- Simplified submission process: PP3.0 offers a less administratively burdensome process for Bidders to participate in the solicitation process.
- SME’s improved access to demonstrations and prototype activities: PP3.0 is designed to improve SMEs’ access to demonstrations and prototypes.
- Provide the Government of Canada with greater visibility into the rapidly evolving technology solutions available in the marketplace.
SECURITY REQUIREMENT
There is a security requirement (level reliability status) associated with this requirement.
SET-ASIDES
This requirement includes Set-Asides for Small and Medium Enterprises (SME). Further information on the Set-Asides is described within section 4.4.3 of the Challenge-Based Solicitation document.
BIDDER’S WEBINAR
There will be one French and one English-language optional bidders’ webinar associated with this requirement. Information concerning the date, time and registration instructions for the bidder’s webinars are described at section 2.5 Bidder’s Webinars within the Challenge-Based Solicitation document.
TRADE AGREEMENTS
SSC has invoked the National Security Exception for all purposes with respect of this requirement and, as a result, none of the disciplines of the trade agreements apply to this procurement.
Even if the disciplines of the trade agreements applied to this solicitation, this Challenge-Based Solicitation involves the procurement of a prototype for original development and testing and is subject to an exception under Canada’s various trade agreements.
BID SUBMISSION
All Bidders must submit their bids through the P2P portal. After solicitation closing, the P2P system will not permit a Bidder to submit a bid. Details of bid submission procedures are described at section 3.3.2 Electronic Submission of Bids by P2P within the Challenge-Based Solicitation document.
LANGUAGE
Documents may be submitted in either official language of Canada.
NEGOTIATIONS
SSC retains the right to negotiate with suppliers on any procurement.
