Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: This bid solicitation is being issued to satisfy the requirement of Canada Border Services Agency (CBSA) (the Initial "Client") for the provision of goods and services for the delivery of a commercially available Enterprise Architecture Software Solution (EA Solution) for 10 client users. CBSA is the Initial Client that will use the EA Solution (the "Software Solution"). However, this bid solicitation will also allow Canada to make the EA Solution available to any departmentor Crown corporation (as those terms are defined in the Financial Administration Act) or any other party for which the Department of Public Works and Government Services is authorized to act from time to time under section 16 of the Department of Public Works and Government Services Act (each a "Client"). The EA Solution must include the Licensed Software, a 12-month warranty, software maintenance and support, and documentation. Training and professional services must alsobe provided, ifrequested. The bid solicitation is intended to result in the award of a contract for 1 ye ar, plus 4 one-year irrevocable option(s) allowing Canada to extend the term of the maintenance and support services in the contract, as well as, allowing Canada to obtain additional deliveries of user licenses. It is estimated that there are 210 Developer and 2000 Read Only user licenses potentially required by Canada. All parts of the Software Solutionmust be available to the Client Users 24 hours a day, 7 days a week, 365 days a year, in English and French, and operate at all times in accordance with the Statement of Requirements in the Client's operational environment described inthe bid solicitation. Bidders mustprovide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), theNorth American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force, and the Agreement on Internal Trade (AIT). There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement: see Part 5 - Certifications, Part 7- Resulting ContractClauses and the annex named Federal Contractors Program for Employment Equity - Certification.
