The TBIPS Supply Arrangement EN578-055605/D is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation. Description of requirement In 2009, The Treasury Board Secretariat (TBS) introduced the Recordkeeping (RK) Directive as a measure to institute good management of documents and records. This Directive was developed in support of the Federal Accountability Act (FAA) introduced in 2006, and requires that all Federal Government Departments to be compliant with this Directive by 2015. In order to comply with this Directive and also to align with the latest suite of electronic services issued by Library and Archives Canada (LAC), Public Works and Government Services Canada (PWGSC) has identified a requirement to further advance its Information Management (IM) practices and associated tools. Other key Government of Canada (GoC) initiatives are also driving requirements for the Recordkeeping transformation and GCDOCS implementation at PWGSC such as Open Government and the Email Transformation Initiative (ETI). The ETI deadline of March 2015 is also forcing PWGSC to accelerate its approach to ensure both the Recordkeeping transformation and the GCDOCS implementations are completed by end of March 2015. As such, PWGSC has identified a need for a team of experienced consultants, to be provided on an as and when requested basis, to assist with the analysis of its information holdings and the development of strategies, approaches, processes, supporting tools and change management services for the on-going management of departmental information to comply with the Treasury Board Secretariat's Directive on Recordkeeping.
