Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Project No. R.082378.001 Amherstburg, ON - Lower Detroit River, Navigational Dredging 2016 Public Works and Government Services Canada, on behalf of Department of Fisheries and Oceans, Canadian Coast Guard have a requirement for navigational dredging at lower Livingston Channel, Lower Detroit River and dredge disposal at Pointe Mouilee, Michigan. All work shall be in accordance with Project No. R.082378.001, Specification - Amherstburg, Ontario - Lower Detroit River, Navigational Dredging 2016 dated 23 September 2016. The work is comprised of dredging and disposal. Estimated quantities are detailed in Appendix 1 - Combined Price Form - Scenario A, B, and C. The scenarios identified are for 3 different areas of dredging work, from smallest to largest. Disposal of the material will be at the United States Army Corps of Engineers (USACE) Pointe Mouillee Confined Disposal Facility (CDF) in the USA. To be compliant, the Bidder must submit the following at time of bid closing: -complete Combined Price Form for all three scenarios; - signed bid by an authorized representative(s); - bid security (as per R2710T General Instructions); -compliance with GI07, Registry and Pre-qualification of Floating Plant, of the General Instructions to bidders R2710T (as required under the Mandatory requirements at bid closing 1.4.1); - Certificate of qualification issued by Industry Canada, if the dredge(s) or otherfloating plant to be used for the work is NOT (ARE NOT) MANUFACTURED IN CANADA (as required under Mandatory requirements at bid closing 1.4.2); - detailed experience on similar projects of size and scope(as required under Mandatory requirements at bid closing 1.5) Prior to award a bidder designated by Public Works and Government ServicesCanada will be required to enter into an agreement with the USACE, a draft of which is attached as a pdf document. Failure to enter into this agreement, will deem the bidder’s bid to be non-responsive. Failure to comply with the request of the Contracting Authority and meet the requirement within the time period given will render the bid non-responsive. DO NOT CONTACT USACE DIRECTLY DURING THE BIDDING PERIOD. Refer to Attachment 006. The Contractor will be responsible to maintain a US $100,000 deposit with the USACE (detailed in the Specification) for the duration of disposal operations. Bidders shall submit a bid on the basis that dredge(s), and other support floating plant to be used for the work are registered in Canada. Bidders shallidentify the equipment to be used by filling out Appendix 2 attached to the Solicitation document. If necessary, bidders must demonstrate, within 48 hours of receipt of Canada’s request, that the dredges or floating plant are registered in Canada. TheContractor shall perform and complete the Work within ten [10] weeks from the date of notification of acceptance of the offer. There is no site meeting for this project. The estimated cost for this opportunity is within the following cost category: Between $1,000,001.00 and $5,000,000.00.
