    NOTICE OF PROPOSED PROCUREMENT
    
    TITLE:
    EZ899-192962 - ATP Integration Facility
    
    LOCATION:

    WORK DESCRIPTION:
    Work under this Contract comprises, but is not limited to, the provision of all labour, materials, services and equipment necessary for construction of the ATP Integration Facility at National Research Council of Canada (NRC) Herzberg Astronomy and Astrophysics at 5071 West Saanich Road, Victoria, BC.
    
    There are 2 sets of drawings for the same scope of work under this Option A: W-Wood Package and Option B: S-Steel Package. The bid price will reflect the intent to complete the contract work using either one of the packages. The bidder must decide to bid and complete the contract work using one of the packages, i.e., either Option A: W-Wood Package or Option B: S-Steel Package, but not a combination of both packages.
    
    Option A:
    
    W-Wood Package - The intent shown in this package is to construct the ATP Integration Facility using a combination of heavy timber and steel construction. Heavy timber construction generally includes but not limited to the use of glulam column, glulam beam and Cross Laminated Timber panels. Architectural, mechanical, electrical designs are based on the structural design in this set of drawings. Civil design is the same as the other package. Specification division 0 to 33 will apply except Section 05 21 00 Steel Joist.
    
    Option B:
    
    S-Steel Package - The intent shown in this package is to construct the ATP Integration Facility using steel construction. Steel construction generally includes but not limited to the use of steel column, steel beam and steel joist. Architectural, mechanical, electrical designs are based on the structural design in this set of drawings. Civil design is the same as the other package. Specification division 0 to 33 will apply except Section 06 18 00 Glue-Laminated Structural Units and 06 18 12 Cross Laminated Timber (CLT).
    
    Bidders are to bid on one option only.  Bidders must indicate the design package (Option A or B) used in preparing their bid and to be followed in performing and completing the Work on their bid.
    
    Bidders who have provided pricing for both option A & B, a combination of Option A or Option B and/or multiple bids shall have their bid(s) rejected and rendered non-responsive and therefore disqualified. No further consideration in the selection procedure will be given to a bidder submitting a non-responsive bid.   
    
    
    BID DEPOSITORY
    The General Contractor must obtain bids for the Mechanical trades through BidCentral Online Bidding for Subcontractors (BOBS) according to its rules of procedure (www.bidcentral.ca/bobs). All questions regarding BidCentral Online Bidding for Subcontractors is to be referred to the BOBS Administrator as indicated in the BOBS rules of procedures. 
    
    The General Contractor must instruct the Mechanical Trade Contractors bidding directly to the General Contractor to bid on the scope of the work as defined in the BOBS rules of procedures (e.g. trade definitions, specification sections etc.).
    
    Notwithstanding anything else contained in this bid solicitation, no Bidder, General Contractor or Subcontractor or any other person or entity will have any claim whatsoever (including but not limited to a claim of negligence) or any compensation of any kind whatsoever against Canada as a result of participation in or use of BOBS, or participation in the BOBS process, or as a result of the interpretation, application or non-application of their rules of procedure.
    
    SITE VISIT:
    There will be a site visit on April 29 at 1:30pm PDT. Interested bidders are to meet at the entrance of glass building at:

    Contractors are recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    DELIVERY DATE:
    The Contractor must perform and complete the Work within 52 weeks from contract award.
    
    ESTIMATED VALUE OF PROJECT:
    To assist with bonding and insurance requirements, this project is estimated to cost approximately between $1,000,001.00 and $5,000,000.00
