    Work Description: 
    This is a Design Build Requirement where the Work includes the provision of all labour, materials, and equipment to design and install a guyed communications tower at the Estevan Point Light Station. The existing 61m (200 ft) Le Blanc and Royal (LR24) tower is to remain. Work includes but is not limited to:
    1) Design, supply and installation of new 60.96 m (200 ft) guyed tower.
    2) Design, supply and installation of new foundation and anchors for guyed tower.
    3) Installation of new antennas and all associated cabling.
    4) Design, supply and installation of new grounding system.
    5) Design, supply and installation of wave guide bridge and foundations.
    
    Estevan Point Light Station is located on the west coast of Vancouver Island on the western tip ofthe Hesquiat Peninsula.
    
    Mandatory Requirement:
    The Contractor must demonstrate experience with five (5) previous tower design build contracts of a similar construction and remote site or helicopter access complexity.
    
    Overview of Selection Procedure:
    The bid shall be submitted following a "two-envelope" procedure both envelopes shall be enclosed and sealed together in a third envelope, the bid envelope. All envelopes are to be provided by the Bidder.
    
    Envelope 1 - Qualifications:
    The Contractor must submit the following in their Qualification Envelope:
    -Design profile drawing of the proposed tower that includes tower section type, section splice detail, section weight and foundation loads.
    - Contractor Qualifications including proof of five(5) previous tower design build contracts of a similar construction and remote site or helicopter access complexity
    -A list of Sub-contractors who will be working on this requirement
    - A high level schedule indicating the start and completion date ofmilestones for the following milestones: design, fabrication, mobilization, installation and project completion
    - Other requirements set out in the solicitation.
    
    Envelope 2 - Price:
    The Contractor must submit the following in their Price Envelope:
    -The Bid and Acceptance Form (BA),
    -Bid Security
    -Other requirements set out in the solicitation.
    
    Only those envelopes from Bidder's that meet the mandatory requirements of the Qualifications shall be opened. Envelope 2 submittals will be evaluatedagainst the mandatory requirements, failure to comply with any or all of the mandatory requirement(s) will render the bid non-compliant and no other considerations will be given to the bid.
    
    Site Visit: 
    There will be NO SCHEDULED SITE VISIT.  
    
    Delivery Date: 
    The Contractor shall perform and complete the Work by December 15, 2017.

    To assist with bonding and insurance requirements, this project is estimated to cost between 
    $375,000 to $425,000.
