    Requirement
    
    Transport Canada is seeking proposals, through this Clean
    Transportation Initiative (CTI) Call for Proposals solicitation,
    for research and development projects or studies aimed at
    reducing Green House Gas (GHG) emissions and air pollution in
    three transportation sectors: Aviation; Marine, and Rail. 
    
    The proposed Work must be complete no later than March 31, 2016.
    Only proposals that have a Technology Readiness Level (TRL) of 1
    to 6 will be considered. More information about the types of
    proposals that may be submitted and TRLs can be found in the
    Call for Proposals solicitation document.
    
    The Bidder must provide a co-investment equal to or greater than
    25% of the total project cost. Details about the Bidder's
    co-investment can be found in the Call for Proposals
    solicitation document. 
    
    The Bidder must not have received a grant under Transport
    Canada's Clean Rail Academic Grant Program.
    
    Financial
    
    The Bidder's Financial Proposal must not exceed $200,000.00 CAD,
    Goods and Services Tax (GST) or the Harmonized Sales Tax (HST)
    extra, if applicable. This does not include the co-investment
    made by the Bidder, which will form part of the total project
    cost. 
    
    The total funding available for all contracts is approximately
    $2,400,000.00 CAD, GST/HST extra. A breakdown of funding by
    fiscal year and by transportation sector can be found in the
    Call for Proposals solicitation document.
    
    Trade Agreements
    
    The Agreement on Internal Trade (AIT) applies to this
    procurement.  
    
    This procurement is excluded from the North American Free Trade
    Agreement (NAFTA) under Annex 1001.1b-2, Section B, class A -
    Research and Development, and excluded from the World Trade
    Organization - Agreement on Government Procurement (WTO-AGP)
    under Appendix 1, Annex 4.
    
    The requirement is limited to Canadian suppliers and Canadian
    goods and/or services.
    
    Basis of Selection - Highest Rated within Budget
    
    To be declared responsive, a proposal must:
    
    (a)	comply with all the requirements of the Call for Proposals
    solicitation;
    (b)	meet all Mandatory Criteria and Certifications; and
    (c)	obtain the minimum score required to pass the Point-Rated
    Criteria. 
    
    Proposals not meeting (a) or (b) or (c) will be declared
    non-responsive.

    Point-Rated Criteria can be found in the Call for Proposals
    solicitation document.
    
    Three Pools of Pre-qualified Proposals will be established, one
    for each of the three transportation Priority Areas (aviation,
    marine, rail). 
    
    The Pools of Pre-qualified Proposals will be determined based on
    the point-rated scores (ranked highest to lowest) for the
    responsive proposals in each transportation Priority Area. The
    Pool of Pre-qualified Proposals will only identify the highest
    ranked proposals up to the available funding. 
    
    The establishment of the Pool of Pre-qualified Proposals is
    approved in principle and will not constitute a guarantee on the
    part of Canada that a contract will be awarded.
    
    Contracting
    
    Once a proposal has been pre-qualified, the Bidder will
    participate in the development of a Statement of Work (SOW)
    based on the Bidder's pre-qualified proposal. The SOW will form
    part of any resulting contract. The price will be subject to
    negotiation. The Bidder may be required to provide additional
    information such as financial information to demonstrate its
    capacity to undertake the Work and price support to demonstrate
    the costs are fair and reasonable.
