Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: The Canadian Forces Warfare Centre (CFWC) requires, on an "as and when requested" basis, various technical support services to be performed in support of the following: • Integrated Test Bed (ITB); • Joint Battle Lab (JBL); • Doctrine Development; • Lessons Learned; • Joint Experimentation Team (JET); • Joint Information Infrastructure Management; • Distributed Operations Capabilities; • Modeling and Simulation (M&S); • Technical Demonstration Projects (TDPs) support, management and training; • Advanced Research Projects (ARPs) or other Science & Technology (S&T) related initiatives; • Command, Control, Computer, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR); and • Joint Operations Command. Services are to beprovided as and when requested in accordance with the Task Authorization process detailed in Part 7, Article 1.1, of this RFP. The period of the Contract is from April 1, 2017 to March 31, 2018 with the possibility of three (3) one-year extensions. There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website. This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). The requirement is limited to Canadian goods and/or services. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). The performance of the Work requires access to controlled goodssubject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
