Nature of Request for Information:
This is not a bid solicitation. This RFI will not result in the award of any contract. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI.

Nature of Requirements: 
The Department of National Defence (DND) has initiated the Electronic Health Record Platform (EHRP) Project to either enhance the current Canadian Forces Health Information System (CFHIS) or replace it with a completely new commercial off the shelf solution. The project is now in the Options Analysis phase to determine which option best meets DND’s needs.

Public Services and Procurement Canada (PSPC) is issuing this Request for Information (RFI), on behalf of DND, to engage with and solicit feedback from the industry. This Notice outlines Canada’s intended industry engagement strategy and invites interested suppliers to participate in the engagement process.

The industry engagement will allow interested suppliers the opportunity to provide information on industry capabilities and suggestions to DND regarding the EHRP procurement and to maintain an open dialogue throughout the procurement process. This RFI will be used to initiate early engagement to help further define the requirement for a more comprehensive solution as well as to understand current market capacity and interest in preparation of a potential RFP to follow. One-on-one meetings may take place subsequent to the RFI for additional clarification with suppliers that express an interest.

Important note: Canada may invoke the National Security Exception for this procurement. All interested suppliers may submit a response at the RFI stage, but should be advised that restrictions could apply at the solicitation stage if the National Security Exception is invoked.
