    Requirement:
    The Canadian Coast Guard of the Department of Fisheries and Oceans has a requirement for a contractor to:
    (a)  Carry out the drydocking and refit of the Canadian Coast Guard 
    Ship CCGS John P Tully in accordance with the documents identified in the Solicitation; and
    (b)  Carry out any approved unscheduled work not covered in paragraph (a) above.
    
    Work must commence and be completed as follows:
    Commence:  October 18, 2017
    Complete:  May 11, 2018.
    
    By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.
    
    
    Solicitation Documents:
    Solicitation documents are available on the BuyAndSell.gc.ca/tenders 
    web site. 
    
    
    Sourcing Strategy:
    The sourcing strategy relating to this procurement will be limited to suppliers in Western Canada, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy.  
    The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 and the North American Free Trade Agreement (NAFTA), Chapter Ten Annex 1001.2b Paragraph 1(a). However, it is subject to the Agreement on Internal Trade (AIT).  
    
    
    Vessel Transfer Costs:
    The Bid must identify the location of the facility where it proposes to perform the Work.
    The evaluated bid price will include vessel transfer costs. 
    The Solicitation identifies the vessel transfer costs applicable to specific locations. If the Solicitation does not provide the location where the Bidder intends to perform the Work, then the Bidder must advise the Contracting Authority, by e-mail, at least seven calendar days before the bid closing date, of its proposed location for performing the Work. The Contracting Authority will confirm to the Bidder, by e-mail, at least one calendar day before the bid closing date,the location and the applicable vessel transfer cost.
    A bid that specifies a location for executing the Work which is not in the Solicitation, and for which a notification in writing has not been received by the Contracting Authority as required above, will be considered non-responsive.
    
    
    Optional Bidders' Conference:
    A bidders' conference chaired by the Contracting Authority will be held at the Institute of Ocean Science - Patricia Bay, 9860 West Saanich Road, Sidney, BC  V8L 4B2 on April 13, 2017. 
    The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attends or sends a representative.
    Bidders are requested to communicate withthe Contracting Authority before the conference to confirm attendance. Bidders should provide to the Contracting Authority the names of the person(s) who will be attending and a list of issues they wish to table no later than 2:00 pm (Pacific Time) on April 11, 2017.
    Conference participants are asked to meet the Contracting Authority at 10:00 am (Pacific Time) on April 13, 2017 alongside the CCGS Tully at the Institute of Ocean Science. Conference participants will then be escorted to the conference location. If all registered conference participants arrive early, then the bidders' conference may commence before 10:00 am.
    Bidders' conference participants must not board the vessel without the consent of the Contracting Authority. 
    Conference participants will be required to present valid government-issued photo identification and sign attendance sheets. Conference participants must comply with all regulations, instructions and directives in force on the site and vessel.
    Any clarifications or changes to the bid solicitation resulting from the bidder's conference will be included as an amendment to the bid solicitation. 
    Bidders who do not attend will not be precluded from submitting a bid.
    
    
    Optional Site Visits - Vessel:
    Arrangements have been made for site visits to be held onboard the vessel.
    Site Visit #1 will be held immediately after the bidders’ conference on April 13, 2017; and 
    Site Visit #2 will be held on April 27, 2017 at 10:00am (Pacific Time).
    Site visit participants must not board the vessel without the consent 
    of the Contracting Authority. 
    It is recommended that the Bidder or a representative of the Bidder visit the vessel during the optional site visits.  
    Bidders are requested to communicate with the Contracting Authority no later than 2:00 pm (Pacific Time) on April 11, 2017 to confirm attendance and provide the name(s) of the person(s) who will attend Site Visit #1.
    Bidders are requested to communicate with the Contracting Authority no later than 2:00 pm (PacificTime) on April 25, 2017 to confirm at
    tendance and provide the name(s) of the person(s) who will attend Site Visit #2.
    Site visit participants will be required to present valid government-issued photo identification and/or sign attendance sheets. Site visit participants must comply with all regulations, instructions and directives in force on the site and vessel.
    The site visits will be of a limited duration as determined by the Contracting Authority during each site visit. All Site Visit participants will be required to immediately disembark the vessel upon the termination of the site visit. 
    Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    
    Debriefings:
    Bidders may request a debriefing onthe results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
