    TITLE:  Transformation and Digital Delivery Services
    
    DESCRIPTION OF REQUIREMENT
    
    The scope of this requirement is for the provision of support services in the National Capital Region (NCR) on an ‘as and when requested’ basis via Task Authorization (TA) process. The Contractor’s proposed resources must perform the tasks and meet all the deliverables required to support augmenting daily operations capabilities, support various sector projects and initiatives being undertaken in the Transformation and Digital Solutions Sector (TDSS), within different Branches of IRCC. The projects and initiatives may originate from TDSS or from other IRCC sectors that impact TDSS at some capacity.
    
    Only Aboriginal TBIPS SA Holders holding a TBIPS SA for Tier 2 at the time of bid closing, in all required resource categories of a given Workstream in this solicitation and in the National Capital Region under the EN578-170432 series of SAs are eligible to compete. The TBIPS SA EN578-170432 is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation. The capitalized terms not defined in this bid solicitation have the meaning given to them in the TBIPS SA.   
    
    SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the SA #EN578-055605 as that joint venture at the time of bid closing in order to submit a bid.
    
    PROCUREMENT STRATEGY FOR ABORIGINAL BUSINESS
    
    This procurement is set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual.
    
    This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Aboriginal peoples or for set-asides for small and minority businesses.
    
    Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.
    
    CANADIAN CONTENT
    
    This requirement is limited to Canadian goods and/or services.
    
    PERIOD OF CONTRACT
    
    Each contract will be for three (3) years plus three (3) one (1) year irrevocable options allowing Canada to extend the term of the contract. Bidders do not have to submit a bid for each Workstream. In the event that a Bidder wants to bid on more than one Workstream, a separate technical bid should be submitted for each Workstream. 
    
    MULTIPLE CONTRACTS
    
    It is intended to result in the award of up to two contracts in Workstream 1 and up to two contracts in Workstream 2. 
    
    SECURITY REQUIREMENT
    
    (a) At the date of bid closing, the following conditions must be met:
    
    (i) the Bidder must hold a valid organization security clearance / Facility Security Clearance  as indicated in Part 7 - Resulting Contract Clauses; 
    
    (ii) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must  meet the security requirements as indicated in Part 7 - Resulting Contract Clauses For additional information on security requirements, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. 
    
    (b) In the case of a joint venture bidder, each member of the joint venture must meet the security requirements.
