    Household Goods Moving Services - Domestic
    
    Department of Public Works and Government Services (PWGSC) on
    behalf of the Department of National Defence (DND), Royal
    Canadian Mounted Police (RCMP), and the Government's Central
    Removal Services (CRS) will be soliciting industry to deliver
    household goods moving services. It is PWGSC's intention to
    solicit industry,through a competitive Request for Proposal
    (RFP), for the services detailed under the draft RFP attached
    hereto. This request is targeted at moving industry
    organizations with a proven capability and capacity to carry out
    the full range of services detailed.
    
    The first Letter of Interest (LOI) for these services was issued
    on Merx under solicitation number E60LM-110012/A on May 31, 2012
    and closed on June 29, 2012.  Industry feedback in response to
    the first LOI has been considered in the revised draft RFP
    attached hereto. 
    
    RFP Review
    
    The draft RFP attached hereto provides detailed information on
    the services for which proposals will be solicited. Interested
    suppliers are requested to review the document and provide input
    regarding any elements of the draft RFP that might limit the
    supplier's ability to submit a quality proposal. Any
    comments/changes recommended should include a detailed positive
    alternative that could be implemented to achieve Canada's
    objectives. Comments without supporting rationale or which
    maintain adherence to current practices do not provide Canada
    with the information necessary to understand the potential
    bidder's intent. 
    
    Enquiries: Because this is not a bid solicitation, Canada will
    not necessarily respond to enquiries in writing or by
    circulating answers to all suppliers. However, suppliers with
    questions regarding this RFI may direct their enquiries to the
    Contracting Authority in writing. Any requests for additional
    information and/or clarification to be incorporated into the
    final RFP should be clearly identified in the supplier's
    response.  All feedback provided in the supplier's response to
    this 2nd LOI will be considered in the development of the final
    RFP.
    
    Industry Consultation
    
    A face-to-face industry consultation will be held on January 29,
    2013 at 13:00 hrs at the offices of RCMP located at 73 Leikin
    Drive in Ottawa.
    
    Due to space constraints, attendance will be limited to 2
    representatives from each potential respondent. Security
    requirements require that suppliers intending to attend the
    industry consultation must provide the names of attendees to the
    Contracting Authority no later than Noon EST on January 21, 2013
    to ensure admittance to the industry consultation.
    
    Discussions taking place at the industry consultation will not
    be recorded or transcribed.  This is an informal industry
    consultation however; suppliers may submit specific enquiries in
    writing to the Contracting Authority following the industry
    consultation.  Enquiries will be managed as per the "Enquiries"
    section under "RFP Review" noted above.  
    
    Non-attendance at the consultation day will not preclude a
    supplier from bidding on this requirement when the RFP is
    ultimately published.
    
    Directions to the RCMP 73 Leikin Drive location: From East Hunt
    Club, turn left onto Prince of Wales, turn right onto
    Fallowfield, turn left onto Merivale, turn right onto Leikin,
    turn left into Visitor Parking lot.
    
    From West Hunt Club, turn right onto Prince of Wales, turn right
    onto Fallowfield, turn left onto Merivale, turn right onto
    Leikin, and turn left into the Visitor Parking lot.
    
    The main entrance to the building is located at 73 Liekin. All
    guests are required to register at the Visitor Centre. There is
    a large visitor parking lot next to the Visitor Centre. Once
    registered at the Visitor Centre, guests will walk to the M4
    entrance where they will be greeted by an RCMP representative.

    Response Submission
    
    A supplier's response is requested by 14:00 hrs EST, February
    15, 2013. Information provided may be used by Canada in the
    preparation of the final RFP document. As a result, suppliers
    are advised not to include any proprietary information in the
    response submitted. All submissions must be clearly marked
    "Household Goods Moving Services Draft RFP Review". The name and
    address of the supplier must be on the envelope. Two copies plus
    an original and an electronic response in MS Word using the
    format below are required. Suppliers should submit only
    pertinent information in response to this request. The inclusion
    of general marketing or technical manuals is discouraged unless
    they provide specific information that has been requested in
    this document.
