    Notice of Proposed Procurement (NPP)
    
    Summary:
    
    The RCMP requires the services of Architectural and Engineering professionals in three (3) Disciplines (Architecture, Mechanical and Electrical Engineering, and Civil and Structural Engineering) to provide project planning, facility design, cost estimating, construction supervision, commissioning, and technical investigations.  The selected consultants shall provide the range of services identified in Annex “A” – Statement of Work of this document for commissions in three (3) RCMP Regions (Atlantic, Northwest, and Pacific).
    
    Offerors shall be licensed or eligible to be licensed to practice in any or all of the Regions identified above, and in Annex “A” – Statement of Work of the RFSO.  Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their capabilities, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services. 
     
    It is the RCMP's intention to authorize a maximum of twenty-seven (27) Standing Offers (three (3) per Discipline, for each Region); each for a period of three (3) years from the date of issuing the Standing Offers and with two (2) optional periods of one (1) year each.  The total dollar value of all Standing Offers is estimated to be $50,000,000.00 (GST or HST included).  Individual call-ups will vary, up to a maximum of $1,500,000.00 (GST or HST included). Offerors should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; The RCMP will issue call-ups only when the specific services to be provided under the Standing Offer are needed. 
    
    This procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the World Trade Organization - Agreement on Government Procurement (WTO-AGP).
    
    The Agreement on Internal Trade (AIT) is exempt due to provincial licencing requirements.
    
    Security Requirements:
    
    A specific Security Requirements Check List (SRCL) will be issued for each call-up issued against a Standing Offer.  A specific security clause will be inserted into each call-up to be issued against a Standing Offer.
    
    Proponents are hereby informed that call-ups against the Standing Offers will require that the consultants and their personnel providing the services must hold a valid personnel security status at the RELIABILITY level issued by the RCMP.
    
    Inspection of the Consultant’s and sub-Consultants’ offices may be required for physical and Information Technology security. The Consultant and sub-Consultant will follow the security guidance provided by the RCMP after the inspection.
    
    The successful proponents performing services under a call-up issued against a Standing Offer must:
    
    a)	Provide personal data including the full name, date of birth, present address and other data as requested by the RCMP representative, for each person working on this project if requested. This information will be used for security clearance purposes. Fingerprinting may be required. This information is required to be provided within 3 days of request.
    
    b)	Ensure that all persons performing the services must hold a valid RELIABILITY status issued by RCMP Departmental Security.
