Workplace Technology Devices Printing Products - Invitation to Qualify (10047402/A)

This notice is an Invitation to Qualify (ITQ) pertaining to Canada’s Workplace Technology Devices Printing Products (WTD) requirements which consist of the provisioning ofthe supply, delivery and installation of printers, scanners, multi-functional devices and includes all related software and services (replenishment of imaging consumables (excluding paper), maintenance and repair services, and end user training) to all in-scope departments and agencies across Canada. SSC may also offer to other Government of Canada (GC) organizations on an optional basis.

This ITQ is neither a request for proposal nor a solicitation of bids or tenders and is intended only to pre-qualify respondents.

The purpose of this ITQ is to initiate the process for the procurement of WTD Printing Products by inviting suppliers to submit responses to SSC for Canada's evaluation. Further, by responding to this ITQ, Respondents are indicating their intent to participate in the procurement process for the acquisition and support of WTD Printing Products.

This ITQ is the first part of a multi-stage solicitation process. In this first stage, suppliers are requested to submit only certain information for evaluation, while in the next stage, only those suppliers who have successfully passed the initial evaluation (Qualified Respondents) will be provided bid solicitation detailing the full requirement for the purpose of bidding.

DURATION OF CONTRACT AND/OR SUPPLY ARRANGEMENT AND/OR STANDING OFFER

It is intended to result in the award of a WTD Printing Products procurement vehicle for 6 years, plus 2 one-year irrevocable options allowing Canada to extend the term of the vehicle.

EVALUATION PROCESS AND SELECTION METHODOLOGY

Responses will be evaluated on the combination of Mandatory and Rated Criteria. Respondents will be ranked based on the points received on the technical evaluation criteria. The technical evaluation criteria covers the following sections:

• Expertise, Strategy and Methodology
• Security Measures
• Management Services
• Certificate of Performance – Individual Measures

TRADE AGREEMENTS

Canada has invoked the National Security Exception in respect of this requirement and, as a result, none of the trade agreements apply to this requirement.

COMPREHENSIVE LAND CLAIM AGREEMENTS (CLCA):

This procurement may consider contracting obligations that exist in the Comprehensive Land Claim Agreements across Canada.
