      DELIVERABLES / SCOPE OF WORK

      The Canadian Coast Guard (CCG) has a communication site at Cap-aux-Meules in Les Îles-de-la-Madeleine and wants to replace a guyed tower and to install an outdoor cable tray and fences and to do some grounding works.

     

    FAMILIARIZATION WITH SITE

     Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.

    Contractors, bidders, or those they invite to site are to review specification Section 01 35 28 – Health and Safety Requirements before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

    EXPECTED START AND COMPLETION DATES

     The services of the Contractor will be commencing at contract award and the expected completion date of this project is November 16, 2018

     

    MANDATORY REQUIREMENTS:

     

    1. The minimum acceptable amount of Public Liability and Property Damage Insurance is $2,000,000.00 per occurrence. All tenders must be accompanied by confirmation from the tenderer’s insurance company that the required insurance will be available upon contract award;

     

    REQUIRED WITH THE BID:

    1. The design, manufacturing and the installation of the new isolated guyed tower of 33,5m of height must be realized under the supervision and the responsibility of a single Contractor. This includes the transfer of the beacon light implanted on the existing guyed tower towards the new one.
    1. The main activity of the Contractor will have to be to manufacture or to install guyed towers. In the case where he doesn’t possess these two skills, he will have to use the services of a subcontractor whose main activity is complementary in his. The following requirements must be respected:
    • Have already realized the manufacturing and the installation of a guyed tower which its height was more than 61 m.

    • The manufacturer of the tower has to be a member of the Canadian Welding Bureau and hold a valid certification ACNOR W47.1-09 (R2014), the division 2.1. The proof of the certification must be joined to the bid.

    1. All the drawings and the specifications for the manufacturing and the installation of the new guyed tower must be signed and sealed by a professional engineer recognized in Québec (Ordre des Ingénieurs du Québec), having a minimum of five years of experience in design of guyed towers. Provide the detailed curriculum vitae of the engineer responsible for the project, signatory of the drawings and the specifications.

    5. The Bidder and the Project manager must have a minimum of five (5) years’ experience in telecommunications tower erection and electrical installation field on telecommunications towers including working at height, which will allow him to be critical and autonomous in his work.

    The bidder must provide a list of five (5) projects including the location of the project, the name of the client, the date of completion and a brief description of the work done demonstrating the five (5) years of experience in tower erection telecommunications and in the field of installation of electrical equipment on telecommunications towers.

    The bidder must also provide the curriculum vitae of the site Project Manager with the bid that demonstrates the five (5) years of experience in telecommunication tower erection and in the field of installation of electrical equipment on telecommunications towers. We will evaluate the bidder’s experience through the five projects and the CV for the project manager.

    6. The Bidder agrees that all employees and his subcontractors who work at height will have completed the necessary training courses and will be able to provide proof at the construction site. Employees who do not have their working at height card with them or the date is expired won’t be permitted access to the construction site. An official photo ID card (eg driver's license, health insurance card) must be presented to the CCG representative for identification of the worker. Provide with the bid a letter confirming its ability to provide only on-site employees with the required and current skill cards: certification of work at height, certification of rescue at height and first aid training. For a card to be considered in effect it must have been issued after December 15, 2014 or the due date is after the end date of the project.

    1. The person in charge of electrical work must be a member of the Corporation of Master Electricians of Québec. The realization of the electric works at the site work must be done by a certified electrician companion. Provide a readable photocopy of the electricians alid competency cards of the people assigned to the project with the bid.

    The Bidder will have to include in his bid the proof which he answered all the criteria in this section, OTHERWISE, THE BID WILL BE REJECTED.
