This Solicitation Amendment 006 document will serve to clarify:
This notice amendment is posted to clarify Canada’s intent with respect to the parallel release of Request for Information (RFI) tenders and this Invitation to Qualify (ITQ) as part of the Phoenix Pay Stabilization Challenge. The RFIs are information gathering tools intended to shape future Requests for Proposals (RFPs), whereas the ITQ is intended to establish a list of qualified suppliers based on their experience in HR and Pay systems/processes that will be eligible to participate in any subsequent phases of the procurement process, including a more tailored dialogue and future RFPs. A parallel approach to these tender documents, which are not intended to be sequential nor fully reliant on each other, is enabling Canada to be agile in the advancement of this procurement.

IMPORTANT INFORMATION: To facilitate search for industry all postings related to Stabilizing Phoenix innovations and the Next Generation solution will include "HRP-RHP" in the title. Please note that vendors can subscribe to tender notice updates (RSS, ATOM, e-mail) using the keyword "HRP-RHP".
The GoC is calling on private sector vendors to provide responses and potential solutions to a variety of Enterprise-wide business challenges and needs associated with stabilization of Phoenix.
This Invitation to Qualify (ITQ) is part of the procurement process led by Public Works and Government Services Canada (PWGSC) for the Phoenix Pay Stabilization Challenge. It is being released in parallel to the various Request for Information (RFI) tenders, all with the goal of supporting Canada in achieving pay stabilization. Suppliers are invited to qualify in accordance with the terms and conditions of this ITQ in order to become Qualified Respondents for any later phases of any procurement process, for any of the various Challenge categories. Only Qualified Respondents will be permitted to bid on any subsequent solicitation phases issued as part of this procurement process.
Please note that GoC pay stabilization efforts have been ongoing since 2016. Therefore, some private sector vendors have already been engaged and some standing procurement vehicles are already in place, which have helped GoC begin work in some of the categories highlighted above. Existing vehicles will continue to be leveraged as appropriate, and this ITQ does not prevent the GoC from releasing future requirements relating to the pay stabilization outside of the qualified list of vendors.
