This Request for Qualification is identical to Invitation to Qualify (ITQ) - Parks Canada Reservation Service (PCRSv3) (5P047-175117/C) published June 3rd 2019. This is to update the notice type from “Letter of Interest (LOI)/Request for Information (RFI)” to “Request for Qualification (RQ)”.
This Invitation to Qualify (ITQ) is the second phase of a multi-phase procurement process by Public Works and Government Services Canada (PWGSC), on behalf of Parks Canada Agency (PCA) for the Parks Canada Reservation Service (PCRSv3). Suppliers are invited to pre-qualify in accordance with the terms and conditions of this ITQ in order to become "Qualified Suppliers" for any subsequent phase of the procurement process. Only Qualified Suppliers will be permitted to participate or bid on any subsequent solicitation issued as part of the procurement process. The anticipated RFP will be sent electronically only to Qualified Suppliers.
PCA plays the lead role in federal government activities related to the protection and presentation of nationally significant examples of Canada’s natural and cultural heritage, and for fostering public understanding, appreciation and enjoyment of these heritage places for present and future generations. To carry out its functions, PCA, on behalf of Canadians, administers 47 national parks, four national marine conservation areas, one national urban park, and 171 national historic sites, including nine historic canals.
Objective:
The purpose of this ITQ is to invite all suppliers capable of meeting the requirements of this ITQ to submit responses to PWGSC for evaluation in an attempt to become an ITQ Qualified Supplier. Only ITQ Qualified Suppliers will be invited to participate in any subsequent phase of the procurement process.
This ITQ process is not a solicitation of bids or tenders. No contract will be awarded as a result of the activities during the ITQ phase.
Summary:
PWGSC is seeking an online reservation solution that includes system configuration, implementation, maintenance, upgrades, and operation to ensure PCA's objectives and service level requirements are fully met.
The solution will provide a full range of reservation services including but not limited to:
(a) Public Facing Website (online reservations);
(b) Call centre (for visitors to call and make reservations);
(c) Employee-facing interface and Inventory Management (check in/check out inventory); and
(d) Administration (finance and reporting).
Qualification Phase:
The objective of the Qualification Phase is to qualify Suppliers for further consideration in the Parks Canada Reservation Service procurement process. Suppliers must meet all of the mandatory requirements detailed in Annex 2 of the ITQ in accordance with Part 5 - Evaluation Procedures and Basis of Qualification of the ITQ.
To be declared responsive, a response must:
a. comply with all the Mandatory requirements of this ITQ; and
b. meet all of the Mandatory Evaluation Criteria described in Annex 2
Responses not meeting (a) or (b) will be declared non responsive and given no further consideration.
