The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for a Consultant. The Consultant will be responsible for the summative evaluation of the Digital Livelihoods: Youth and the Future of Work at Scale.
Rationale and Purpose of the Evaluation
The Department of Foreign Affairs, Trade and Development (DFATD) will conduct a summative evaluation of the Digital Livelihoods: Youth and the Future of Work at scale project (“the project”) implemented by Digital Opportunity Trust (DOT), which ended in February 2020.
Purposes of this evaluation are:
to inform end users on results achieved by the Digital Livelihoods: Youth and the Future of Work at scale project; and,
to improve future DOT programming in the economic empowerment area.
Stakeholders, DOT and the Department of Foreign Affairs Trade and Development (DFATD) will be the users of this evaluation.
Specific Objectives of the Evaluation
The specific objectives of the evaluation are the following:
assess the relevance of results
assess the effectiveness and efficiency of the project, especially the DOT expansion model;
identify key factors that are contributing to/hindering the sustainability of results
examine and document the influence of digital technology on social innovators;
assess gender results and examine their alignment in light of Canada’s Feminist International Assistance Policy (FIAP) for future programming;
provide findings, conclusions, recommendations and lessons to reach the evaluation purposes stated above.
Working language of the project
The working language for this project is English. The language proficiency level required for the Evaluation Team Leader is level 4 advance professional proficiency in English and for the team member is 3 general professional proficiency in English.
Description of team
The Consultant identifies one or several people to form the evaluation team. The members of the evaluation team should possess a mix of evaluative experience, skills and thematic knowledge. In particular the team must have the capacity to ensure that gender equality is taken into account in all aspects of the evaluation (i.e. design, data collection, analysis and reporting). Finally, the team should include professionals from partner countries or regions concerned as appropriate for the methodology undertaken.. The Evaluation Team must include the following competencies and experiences:
Team composition
Consultant must assign qualified people to the following positions:
Evaluation Team Leader; (ETL)
Specialist in Entrepreneurship/Business development
Specialist in evaluating the integration of gender equality
Local member- experience and expertise in economic and/or political science. (Specialist)
Add-hoc Team Member(s)
