Trade Agreement: CETA / WTO-AGP / CPTPP / NAFTA / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Subsequent/Follow-on Contracts Comprehensive Land Claim Agreement: No Nature of Requirements: Request for Supply Arrangement (RFSA) W8485-184741/B - Refresh #1 Background - Pilot Project In March 2018, Public Services and Procurement Canada (PSPC), on behalf of the Department of National Defence (DND) has launched a Pilot Project to establish a Supply Arrangement (SA) for the acquisition of Aviation Replacement Parts for the following fleets: Qty 4 - CC138 Twin Otter (DHC6) stationed in Yellowknife, NWT Qty 6 - CC115 Buffalo (DHC5 stationed in Comox, BC The Aviation Replacement Parts are defined as: parts, components, accessories, hardware, tires, etc. that meet the type design Approved Parts List (APL) which is defined, but not limited, within the following Goods & Services Identification Number (GSIN) Codes categories: 15: Aircraft and Airframe Structural Components 16: Aircraft Components and Accessories 17: Aircraft Launching, Landing, and Ground Handling Equipment 26: Tires and Tubes 28: Engines, Turbines and Components 29: Engine Accessories 31: Bearings 47: Pipe, Tubing, Hose and Fittings 48: Valves 53: Hardware and Abrasives 58: Communication, Detection, and Coherent Radiation Equipment 59: Electrical and Electronic Equipment Components The SA is a two stages procurement procedure: Stage 1: Establish a pool of pre-qualified suppliers A competitive Request for Supply Arrangement (RFSA) is posted on the Government Electronic Tendering System (GETS) with information regarding the requirements. Suppliers are requested to submit an offer that meets the mandatory requirements of the RFSA. An evaluation of the arrangements is completed and the responsive supplier(s) are issued a SA for goods to be supplied as required. Stage 2: Individual Request for Proposals In accordance with the SA issued in Stage 1, Request for Proposals (RFPs) will sent to one or more suppliers on the SA Holder list in accordance with the Bid Solicitation Process and Tendering Periods stipulated in the SA. Based on the evaluation procedures and basis of selection outlined in the individual RFPs, subsequent contracts could be awarded. The purpose of the Pilot Project will enable DND to evaluate and determine if this is a good method of supply for Aviation Replacement Parts. The duration of the Pilot Project will be up to 18 months. First Qualification - Completed in June 2018 - W8485-184741/A Further to the first qualification (W8485-184741/A), nine (9) SAs have been awarded in June 2018. W8485-184741/006 - Patlon Aircraft & Industries Limited W8485-184741/007 - Pratt & Whitney Canada Corp. W8485-184741/008 - Simex Defence Inc. W8485-184741/009 - Tower Aerospace Inc. Second Qualification - January 2019 - W8485-184741/B - Refresh #1 Notice of Proposed Procurement (NPP) PSPC is committed to give equal opportunity to suppliers who are interested to become a pre-qualified supplier. Please note that the list of pre-qualified suppliers is used as a source list for the procurement of Aviation Replacement Parts for DND. Only suppliers who are pre-qualified will be eligible to bid. NOTE: Existing pre-qualified suppliers who have been issued a supply arrangement (listed above) will not be required to submit a new arrangement.
