    REQUIREMENT: Public Works and Government Services Canada (PWGSC) on behalf of Indigenous and Northern Affairs Canada (INAC) and has a requirement for the remediation of the Gordon Lakes Group Sites. 
    The work to be undertaken for the Gordon Lake Remediation includes:
    1. Partial mobilization via a shared winter road 
    2. Design and construction of winter spur roads fromshared winter road to Gordon Lake Sites
    3. Construction and maintenance of on-site camp facilities
    4. Seasonal mobilization of all personnel, equipment, support facilities and materials to and from the Gordon Lake sites as required
    5. Develop and utilize borrow sources as required 
    6. Construction of a Tailings and Soil Containment Area (TSCA)
    7. Construction of a Waste Rock and Soil Containment Area (WRSCA)
    8. Filling in, capping and sealing of mine openings and trenches
    9. Excavation and treatment of hydrocarbon impacted soils
    10. Excavation and disposal of metals impacted soil
    11. Abatement, collection, consolidation, transportation and off-site disposal of hazardous materials 
    12. Demolition of buildings/structures and consolidation and disposal of non-hazardous waste in WRSCA or TSCA (site dependant)
    13. Excavation, consolidation, stockpiling, transporting and disposal of tailings in WRSCA or TSCA (site dependant) 
    14. Consolidation and off-site disposal of non-hazardous waste in the
    15. Construction of a Portal Water Management System
    16. Demobilization via spur roads and shared winter road
    
    OPTIONAL SITE VISIT
    There will be a site visit on August 31, 2016 at 0530 M.D.T. Interested bidders are to meet at the Summit Air Float Base in Yellowknife.
    
    It is optional the Bidder or a representative of the Bidder visit the Gordon Lakes Group Mine Sites. Arrangements have been made for a site visit to be held on August 31, 2016 leaving from the Summit Air Float Base in Yellowknife at0530 M.D.T. Bidders must register with the Contracting Authority no later than 2:00 P.M. C.D.T., August 24, 2016, to confirm attendance and provide the name of the person who will attend. Bidders will be required to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment. 
    
    BIDDERS CONFERENCE
    A bidders' conference will be held at the Tree of Peace Friendship Center, 5011 51 St., Yellowknife, NT X1A 1S5 on September 1, 2016. The conference will begin at 9:00am MDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.

    COMPREHENSIVE LAND CLAIM AGREEMENT 
    The proposed requirementissubject to the Tlicho Land Claims Agreement and Self-Government Agreement. The requirements of the Tlicho Land Claim and Self Government Agreement will apply to this procurement. 
    The provisions that apply are contained in:
    Chapter 26, the Tlicho LandClaim and Self Government Agreement, clauses 26.3, 26.3.1 (a). 
    The area of the contract is in the Monfwi Gogha De Niitlee identified in the Tlicho Land Claims and Self-Government Agreement and proximate to Yellowknife and the Akaitcho Dene First Nation Communities of Dettah and N'Dilo
