Public Works and Government Services Canada (PWGSC) is inviting qualified engineering consulting firms with Civil Structural Bridge experience and expertise for engineering assignments on the Walpole Swing Bridge to submit offers for a Request for Standing Offer (RFSO). Offerors shall be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by federal and/or provincial laws. 

The work will encompass bridge inspection and investigation, trouble shooting, analysis and development of project requirements, load evaluations, structural analysis, design, construction supervision services, and preparation of tender documents for construction.  The Offeror will include services of in-house experts and sub-Consultant(s) and/or specialist Consultant(s) which may be required to resolve issues related to electrical, mechanical, vertical transportation, lighting, etc.  The selected Consultants must be able to provide the range of services as identified in the Required Services section of Request for Standing Offer Document.


It is PWGSC's intention to authorize one (1) Standing Offers, for a period of three (3) years from the date of issuance of the Standing Offer with the option of two additional one year periods, to cover bridge projects for the Walpole Swing Bridge.  The total dollar value of all Standing Offers is estimated to be $10,000,000.00 (HST Included). Individual call-ups will vary, up to a maximum of $1,000,000.00 (HST included).

The RFSO will be a single submission process.  The criteria used in the evaluation process will relate to previous achievements and experience of the firm; understanding of the scope of services; approach and methodology; and cost of service, and is more fully detailed in the Solicitation document.  Offeror will be evaluated for both technical content and price. The price section of all responsive offers that achieved the minimum total Technical Rating are opened upon completion of the technical evaluation. The offer rankings will be based on 90% for technical evaluation and 10% for price. Standing Offer particulars are described in the RFSO.

Firms interested in providing these services may order the Request for Standing Offer documents which are distributed through the Government Electronic Tendering Service (GETS). Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued by Public Works and Government Services Canada and may be viewed on buyandsell.gc.ca. Tender documents can be obtained from GETS by visiting their web site at http://buyandsell.gc.ca/tenders. Amendments, when issued, will be available from GETS. In all cases bidders must indicate in the space provided on the Offer Form the identification number(s) of the amendment(s), if any, that they have taken into consideration for their bid.

This RFSO only allows Offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to GI10, Submission of offer, for further information. Due to the nature of the bid solicitation, offer transmitted by facsimile, hard copy (submitted in person or via mail/courier) will not be accepted
