Tenderers should note that Attachment File(s) contains the Drawings and Specifications Package (DSP) which consists of PDF files organized in an industry recognized directory structure. Bid Depository: The General Contractor must obtain bids for the Mechanical and Electrical trades through BidCentral Online Bidding for Subcontractors (BOBS) according to its rules of procedure (www.bidcentral.ca/bobs). All questions regarding BidCentral Online Bidding for Subcontractors is to be referred to the BOBS Administrator as indicated in the BOBS rules of procedures. The General Contractor must instruct the Mechanical and Electrical Trade Contractors bidding directly to the General Contractor to bid on the scope of the work as defined in the BOBS rules of procedures (e.g. trade definitions, specification sections etc.). Notwithstanding anything else contained in this bid solicitation, no Bidder, General Contractor or Subcontractor or any other person or entity will have any claim whatsoever (including but not limited to a claim of negligence) or any compensation of any kind whatsoever against Canada as a result of participation in or use of BOBS, or participation in the BOBS process, or as a result of the interpretation, application or non-application of their rules of procedure. Work Description: Construction of the Site Services Building, and new Site Services including water, power, communication, fire alarm, and fuel oil; demolition of existing buildings and structures, and contaminated soils remediation, located at Pleasant Camp, British Columbia. Work to be performed under this Contract includes, but is not limited to the following: 1.) Mobilization and demobilization of all personnel, equipment, support facilities, and materials to complete the work. 2.) Dismantling and demolition of buildings and infrastructure, segragating hazardous and non-hazardous materials. 3.) Collection and containerization of hazardous materials for disposal. 4.) Scheduling of all work including demolition, hazardous material abatement, new construction, installation of new services, commisioning, and soil remediation as required so that the Port of Entry Building and the staff housing remain operational at all times during construction. 5.) Ensuring that the existing water and electrical services to existing buildings are not compromised while new water, fuel, power and communication services and systems are constructed. 6.) Ensuring that the existing fuel tanks on site are kept full to ensure that the site heating systems and generator power fuel systems remain operational at all times. 7.) Construction of the new Site Services Building including excavation and backfill, foundation, structural and building envelope, and new building mechanical and electrical services. 8.) Construction of a new well house. 9.) Construction of a new rockpit. 10.) Provision of new electrical services and systems. 11.) Relocation of Owner supplied above grade primary fuel oil tank and appertenances from Whitehorse to Pleasant Camp. 12.) Provision of new water services. 13.) Remediation of contaminated soils on site including excavation, removal of conataminated soils off site and backfill and compaction of excavation. Work will be performed in accordance with the contract schedules within the scope of work. Site Visit: Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work. A site visit is scheduled on Monday, April 13th, 2015 at 1:00pm PDT. Interested contractors are to meet at the entrance of the Pleasant Camp Port of Entry Building. The Pleasant Camp Port of Entry is a Canada - US border crossing station located on the Haines Highway near the Canadian border at the Northwest corner of British Columbia in the Stikine region. Latitude and longitude coordinates are: 59deg 27min N, 136deg 22min W. The station elevation is 274.3 metres above sea level. Interested contractors are required to provide their name(s) and company name(s) to Ken Ngan via e-mail (ken.ngan@pwgsc.gc.ca) by 3:00pm PDT on April 9th, 2015 if you will be attending the site visit. In the event that the site visit has to be postponed due to inclement weather, only those who have registered will be notified by email. Interested contractors are to note that this site visit is not mandatory. However, it is the responsibility of the Bidders to become familiarize with the site and all conditions likely to affect the cost of the work. Due to logistical and operational reasons, only one site visit time has been scheduled. It is recommended that Bidders invite their sub-contractors and other business partners to attend at this time. The site could be covered with snow or ice during the site visit. It is the responsibility of the interested Bidders themselves to remove or probe through snow and ice if they so desire. Delivery Date: The work shall commence immediately upon official notification of acceptance of tender by the Contracting Authority and is to be completed within twenty-eight (28) weeks from Contract Award. Firms that elect to base their bids on tender (solicitation) documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid. In all cases, bidders must indicate (when requested) in the space provided on the tender form the identification number(s) of the addenda, if any, that they have taken into consideration for their bid.
