THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT Title: CFB Comox FFTA Source Control Project Location: Comox, B.C. Project Background: The Department of National Defence (DND), which administers Canadian Forces Base (CFB) Comox, is implementing a source control program at the Fire Fighting Training Area (FFTA) of CFB Comox to address contamination from historical fire fighter training activities in the area. The project includes source removal of contaminated soil, sediment, and construction water in specified areas of the FFTA to reduce contaminant mass at the site. Of the excavated material, a portion will be stabilized and reused onsite to mitigate future leaching and the other portions will be thermally destroyed and disposed permanently off site. Following excavation, the area will be returned to grade and a new FFTA will be constructed. Work Description: Work to be performed under the Contract includes, but is not limited to, the following items, including all ancillary Work: 1) The Construction Site is located within Department of National Defence (DND) CFB Comox 19 Wing property which is subject to DND Industrial Security Restrictions. The FFTA Source Control Project Area is within restricted access areas. All work within CFB Comox must comply with specified environment practices and procedures. 2) This is not a standard excavation and disposal project, it includes nonstandard requirements due to the nature of contaminants and includes sediment removal, rare species relocation, and onsite soil stabilization. The Contractor must use extra care to conduct its work in a manner that is suitable for environmental cleanup and not in a production manner. The Contractor must conduct its work in a manner to minimize, to the extent practicable, redistribution of contaminated materials, and to comply with environmental protection requirements in the Specifications, Drawings, Environmental Management Plan (EMP), and any applicable work conditions. 3) Work restrictions include but are not limited to: -Project includes work around and in water bodies. Surface water/precipitation must be managed to prevent contamination during site works and Contractor must employ Environmental Protection (i.e., mitigation) measured to ensure regulatory compliance. -The project has significant physical space restrictions (i.e., soil treatment cannot be conducted on site). -The work must be completed during dry conditions when the water table is low (i.e., Summer). 4) Work under this Contract covers required work elements (Base Work) and optional work elements (Optional Work). The Departmental Representative may elect to include Optional Work as part of the Contract. 5) Work requires detailed engineered design, supply, and construction of the site elements that make up the new FFTA including specialty hard surfacing, utility replacements, and new training and storm water management infrastructure (e.g., conveyance, storage, and bioswale). 6) Ancillary to the core source control and new FFTA reconstruction work are the following requirements: demolition, dismantling, temporary relocation, and reinstatement of designated portions of the site facilities and disposal of all removed or demolished infrastructure including but not limited to utility piping, culverts, fire hydrant, shed, concrete per the specifications. 7) Contaminated Soil is present as follows: -Soil contamination includes PFAS as well as other compounds (e.g., hydrocarbons and metals). As specified in the Contract, the material is classified as IL+ Waste as defined in the current British Columbia Contaminated Sites Regulation (BC CSR). -Note that PFAS compounds are not yet regulated in all Canadian or USA jurisdictions and may not be specifically contemplated in permits, consideration of permit details respecting PFAS is warranted to protect the environment. -Soil classification is based on in situ testing; ex situ testing may be required as directed by Canada. Current characterization of the excavated material is suitable for initial soil classification purposes for this project. The contractor shall be responsible for any additional soil characterization that may be required during the execution of the contract for health and safety purposes, transportation, disposal, or to meet regulatory or permit requirements. 8) Excavation of Contaminated Soil. Contractor solely responsible for excavating to Contaminated Material Limits as shown. 9) Excavation water management including dewatering, storage, and turbidity reduction and transfer to DND but excluding contaminant treatment (PFAS, hydrocarbon, etc). 10) Transportation of designated materials including but not limited to Contaminated Soil to appropriately permitted disposal and/or treatment facilities. 11) Treatment of Contaminated Soil by two separate means as per the Contract including: 1. Off site PFAS destruction through the application of high temperature and then final, permanent disposal, and 2. Stabilization of PFAS contamination by adding approved amendment(s) and reuse as backfill on site. Soil stabilization is intended to improve Site conditions with respect to PFAS mobilization. 12) Disposal of Contaminated Soil. All material designated for disposal must be disposed of at a Disposal Facility, including material that has been Treated. 13) Supply and placement of engineered imported material in select locations as specified (e.g., beneath the new FFTA). All imported material to meet quality requirements as specified. 14) Backfilling excavation areas with either stabilized material or engineered clean imported material including compaction. 15) Restoration of all disturbed areas per the new FFTA design or, for areas outside of the new FFTA, per the Final Grading Concept and the Habitat Restoration Conceptual Plan. Mandatory Requirements: The contract includes specific mandatory requirements regarding the bidders team and its experience and disposal/treatment facility requirements/forms as summarized: -Document recent experience in high volume excavation, -Document recent experience in contaminated soil stabilization, -Provide a completed PFAS destruction facility Mandatory CFB Comox FFTA Source Control Project PFAS Destruction Facility Form -For each waste stream, provide a completed a Mandatory CFB Comox FFTA Source Control Project Disposal Facility Form Included for Each Facility Listed Mandatory Bidder’s Meeting: As part of the tender process, a MANDATORY online orientation through Microsoft Teams is scheduled for Wednesday, January 20, 2021 at 10:00 am PST. All bidders must attend this online meeting. The representative(s) of the Bidder will be required to indicate their attendance at the Bidders meeting. Proposals submitted by Bidders who have not attended and indicated their attendance at the Bidders meeting will not be accepted. INDUSTRIAL SECURITY RELATED REQUIREMENTS: At RFP closing, the Bidder must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid. The successful Bidder's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the work pursuant to the subsequent contract must meet the mandatory security requirement as indicated in section SC01 of the Supplementary Conditions. Individuals who do not have the required level of security will not be allowed on site. It is the responsibility of the successful Bidder to ensure that the security requirements are met throughout the performance of the contract. Canada will not be held liable or accountable for any delays or additional costs associated with the successful Bidder's non-compliance with the mandatory security requirement.
