Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Replace Main Distribution Line EZ108-192389/A Costa (PWY), Michaela Telephone No. - (236) 888-7800 Email: michaela.costa@tpsgc-pwgsc.gc.ca TITLE: Replace Main Distribution Line LOCATION: Esquimalt Graving Dock (EGD), 825 Admirals Road, Victoria BC WORK DESCRIPTION: Work under this Contract covers the supply and mobilization of all labour, equipment, plant and materials for all civil, structural, and electrical construction, and all associated work required to receive 16 MVA at 12.5 kV (future 25 kV) of electrical power from two new BC Hydro feeders at the Esquimalt Graving Dock (EGD) Admirals Road property line. The work includes but is not limited to: 1. Connections to/from BC Hydro plant, interior and exterior to the POD (Point of Delivery) switchgear, not including cabling from BCH offsite to switchgear; 2. Connections to/from the existing EGD system; 3. Revised EGD electrical plant locations, settings, and equipment in the existing EGD SES; 4. Removal of all resultant obsolete equipment; 5. Provision of all testing and commissioning reports, including engineering sealed seismic and electrical grounding reports to Departmental Representative; 6. Coordination of work, site shutdowns, and communication with BC Hydro, PSPC and EGD personnel, and Departmental Representative. MANDATORY SITE VISIT: 1. The site visit for this project is mandatory. 2. A mandatory site visit is scheduled on Wednesday, January 30, 2019 at 9:00am local time, at the Esquimalt Graving Dock, located at 825 Admirals Road, Victoria, BC. 3. The representative(s) of the Bidder are required to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work. 4. A maximum of two (2) representatives per bidder will be permitted to examine the sites. Contractors attending the site visit may be required to show one (1) piece of government issued ID, such as a Driver’s License. 5. The representative of the Bidder must sign the Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected and declared NON-RESPONSIVE. 6. All site visit attendees must first pre-register with PSPC representative, Steve Windl at 250-363-8739 or email at Steve.Windl@pwgsc-tpsgc.gc.ca no later than 24 hours prior to the scheduled site visit date with the name of the individual attending the site visit and the name of the company in order to gain access at the main gate of EGD. 7. Bidders are reminded that the Esquimalt Graving Dock is a heavy industrial site and WCB approved protective equipment (such as: hard hat, high visibility vest, safety footwear) must be worn for the mandatory site visit. 8. Bidders are responsible for making their own travel arrangements. BID DEPOSITORY The General Contractor must obtain bids for the Electrical trade through BidCentral Online Bidding for subcontractors (BOBS) according to its rules of procedure (www.bidcentral.ca/bobs). All questions regarding BidCentral Online Bidding for Subcontractors is to be referred to the BOBS Administrator as indicated in the BOBS rules of procedures. The General Contractor must instruct the Electrical Trade Contractors bidding directly to the General Contractor to bid on the scope of the work as defined in the BOBS rules of procedures (e.g. trade definitions, specification sections etc.). Notwithstanding anything else contained in this bid solicitation, no Bidder, General Contractor or Subcontractor or any other person or entity will have any claim whatsoever (including but not limited to a claim of negligence) or any compensation of any kind whatsoever against Canada as a result of participation in or use of BOBS, or participation in the BOBS process, or as a result of the interpretation, application or non-application of their rules of procedure. COMPLETION DATE: The Contractor must perform and complete the Work within nine (9) months from the date of notification of acceptance of the offer. INDUSTRIAL SECURITY REQUIREMENTS: 1. At bid closing, the Bidder must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid. 2. The successful Bidder's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement as indicated in section SC01 of the Supplementary Conditions. Individuals who do not have the required level of security will not be allowed on site. It is the responsibility of the successful Bidder to ensure that the security requirements are met throughout the performance of the contract. Canada will not be held liable or accountable for any delays or additional costs associated with the successful Bidder's non-compliance with the mandatory security requirement. 3. For additional information on security requirements, bidders should consult the website Industrial Security Program. VALUE OF PROJECT: To assist with bonding and insurance requirements this project is estimated to cost between $1,650,000.00 and $1,850,000.00.
