    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    NOTICES
    The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding and Repair Procurement Policy. 
    
    
    PROJECT DESCRIPTION
    The requirement is:
    a) To carry out the ship repair work, including dry docking, regarding the Canadian Coast Guard Ship (C.C.G.S.) Martha L. Black, in accordance with the Technical Specifications attached as Annex A and all related drawings.
    b) To carry out any approved unscheduled work not covered in paragraph a) above.

    The CCGS Martha L. Black is a three-engine twin-screw vessel, with three Alco 251F medium speed, 900 RPM, diesel engines propulsion generators that provide power to two propulsion motors and shafts. Each shaft drives a fixed pitch propeller. The existing bow thruster is a Wartsila fitted in 2018. The single rudder is fitted with an independent electro-hydraulic steering gear.
    
    
    PROPOSED WORK PERIOD
    Work is to commence and be completed as follows:
    Start: July 13, 2020, or as per ship availability.
    End: October 10, 2020, or 89 calendar days after Start of Work.

    TRADE AGREEMENTS
    The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 and the North American Free Trade Agreement (NAFTA), Chapter 10 Annex 1001.2b Paragraph 1, however, it is subject to the Canadian Free Trade Agreement (CFTA).
