Following this, Canada may use that industry feedback to advance one or a series of Request for Proposals (RFPs) with the focus on the ability to deliver the solution. The objective of this RFI is to request information from Industry that addresses the concise problem statement presented here, in a challenge format. This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into directly pursuant to this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment by Canada to issue a subsequent solicitation or award contract(s) for the work described herein. RFI Challenge Question for Industry HR Process and Data Edit review - The design of the Phoenix system requires that data be fed from HR systems into the Phoenix system or directly entered into Phoenix by compensation advisors. The various HR Systems interfacing with the Phoenix Pay System have different architectures and different front end system edits which have a direct influence on the quality of the HR data being transmitted to Phoenix and ultimately on the pay cheque of employees. Over the course of the last two years while operating a new payroll system and a new consolidated compensation process operation, the Government of Canada has identified HR Process Transformation as an area that requires strengthening in order to stabilize and subsequently optimize its HR-to-Pay process. The Government of Canada has also identified that the front end system edits vary from environment to environment and that enhancing and standardizing these edits would result in a positive impact on paycheque accuracy. Canada is seeking innovative approaches within the HR business area that have enabled large public and private sector organizations to effectively and efficiently perform HR functions that have led to positive downstream payroll implications. Canada is interested in receiving information that highlights: a. How large public and private sector organizations assess and measure the timeliness of HR information to improve their HR-to-Pay processes in order to ensure that the HR information feeds the downstream payroll system on a timely basis so that the payroll system enables on time and accurate payment to employees; additionally how the impact of such timeliness of data is measured; b. How the upstream HR transformations that large public sector organizations have undergone in an effort to streamline their HR-to-Pay processes have impacted the efficiency of their HR-to-Pay Processes and how they measure such impacts; c. How large scale public and private sector organizations are using portal technology in conjunction with their ERP technology to introduce workflow in to their HR-to-Pay processes; and d. Proven track records in undertaking HR-to-Pay transformation in large public sector organization. Please see the RFI document for additional details.
