    Public Works and Government Services Canada (PWGSC) requires the
    services of Fairness Monitors (FM) to observe all or part of
    departmental activities in order to provide independent
    assurance to the department, its clients, industry, Parliament
    and Canadians that these activities are conducted with
    integrity, accountability, and in a fair, open and transparent
    manner. The services of independent third-party fairness
    monitors allow PWGSC to protect the interests of its clients and
    Canadians by identifying and resolving fairness issues in real
    time, thus averting fairness deficiencies and avoiding possible
    costly after-the-fact resolutions. This solicitation will
    establish a Standing Offer (SO) for processing call-ups related
    to Fairness Monitoring Services.
    
    The Request for Standing Offer (RFSO) is intended to result in
    the issuance of up to a maximum of five National Individual
    Standing Offers (NISO).  A NISO is a SO generally issued for the
    use of a single client.   
    The SO will be valid for one year from issuance of the SO and
    will include three extensions of one-year each.  Individual SO
    Call-ups may require that the Services be performed in one or
    both of Canada's official languages.
    
    Offerors will be assessed against mandatory technical criteria
    and point rated technical criteria.
    
    There are four generic Security Requirements Check Lists (SRCLs)
    associated with this SO, which PWGSC anticipates will satisfy
    most security requirements associated with individual Call-ups
    issued against the SO.  Before issuance of a SO, the Offeror
    must meet generic SRCL for Canadian supplier, PWGSC File #
    EP737-122873(1). For additional information, consult Part 6 -
    Security, Financial and Insurance Requirements, and Part 7A -

    Pursuant to section 01 of Standard Instructions 2006, Offerors
    must submit a complete list of names of all individuals who are
    currently directors of the Offeror.  Furthermore, as determined
    by the Special Investigations Directorate, Departmental
    Oversight Branch, each individual named on the list may be
    requested to complete a Consent to a Criminal Record
    Verification form and related documentation.
    
    This requirement is covered under the North American Free Trade
    Agreement (NAFTA) and Agreement on Internal Trade (AIT).
