Note 03: To add ANNEX H - Appendix 1 - PRICING DATA SHEET (CCGS Cornwallis) Note 02: To add Electronic Attachment 49 Doppler Speed Log - Addl Drawings, amend financial bid presentation sheet and modify Annex A. Note 01: The Working Period - marine, bid closing date of the solicitation, and the start time for the optional vessel site visits have been modified. Requirement: The CCGS Edward Cornwallis is presently operational in Eastern Canada. The drydocking will include the installation of three new engines, new cycloconverters, a new heavy lift crane, a new bow thruster, and hull coating. The refit will also include selected regulatory work and certification requiring drydocking (pulling and inspecting the tail shafts, seals, stern tubes, propellers, and rudder) and miscellaneous regulatory surveys of the sea bays, sea chests, and void spaces. Bidders' Conference: A bidders' Conference chaired by the Contracting Authority will be held at CCG Base, 50 Discovery Drive, Dartmouth NS, B3B 1A6 on October 30, 2019 at 9:00 AM. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled conference to confirm attendance and provide the name(s) of the person(s) who will attend. All visitors must have valid identification and must report to the Commissionaire at the Main Gate, where they will sign in and be directed to the Bidders’ Conference. Site Visit - Vessel: The viewing will take place on October 29 2019 and October 30 2019 at 7:00 AM at the Bedford Institute of Oceanography, 1 Challenger Dr, Dartmouth NS B2Y 4A2. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders are not required to attend both days of the site visit, but it is recommended to send a representative(s) to at least one day of the site visit. All visitors must have valid identification and must report to the Commissionaire at the Main Gate, where they will sign in and be directed to the CCGS Edward Cornwallis. Bidder are required to wear safety boots while onboard the vessel. Work must commence and be completed as follows: Work Commence: April 6, 2020 Work Complete: November 30, 2020 Sourcing Strategy: The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement. This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).
