Requirement: To carry out the docking, inspection, repair, and maintenance and alterations of the Canadian Coast Guard Motorized Life Boat Vessels in accordance with Annex A - Statement of Work, and any associated technical information. Canada intends to award four (4) contracts based by geographical regions, which are the Atlantic Region, Quebec, Ontario and Pacific outlined in articles 2.7 and 7.3. Site Visit - Ship: Due to the current quarantine requirements in place for non-essential travel, associated with the Covid pandemic, a site visit/vessel viewings will not occur for this solicitation. No shipyards will be given any access to view the vessels. In its place relevant pictures and videos of the work sites for each vessel will be uploaded on a secure cloud storage site. Interested bidders must contact the Contracting Authority by email at jessica.blackburn@tpsgc-pwgc.gc.ca to request the link to the cloud storage site no later than 1600 hrs. on 2021-06-18 indicating which link is being requested (Picutes and Videos Or Drawings) and the bidder’s preferred email address for the link to be sent. A request for any additional pictures or other visual details on the vessels, must be made the Contracting Authority no later than 10 days before the bid closing date, Canada will try their best to accommodate these requests. Drawings relevant to the requirement are available to bidders on a secure cloud storage site. Interested bidders must contact the Contracting Authority by email at jessica.blackburn@tpsgc-pwgc.gc.ca to request the link to the cloud storage site indicating which link is being requested (Picutes and Videos Or Drawings) and the bidder’s preferred email address for the link to be sent. Optional Bidders’ Conference: A virtual bidder’s conference chaired by the Contracting Authority will be held on June 22, 2021 at 12:00 PM EST (National Capital Region (NCR) time). The scope of the requirement outlined in the solicitation will be reviewed during the conferences and questions will be answered. It is recommended that bidders who intend to submit a bid attend or have representation attend. It will be assumed that the bidders attending the bidders conference have read the specification included in Annex A, and are prepared for the conference. Bidders are requested to communicate with the CA before the conference to confirm attendance (virtual meeting details shall be sent to participants). Bidders should provide by email to Jessica.Blackburn@tpsgc-pwgsc.gc.ca the names of the person(s) who will be attending and a list of issues they wish to table, no later than three (3) business days before the scheduled Conferences. Any clarifications or changes to the solicitation resulting from the Bidder’s Conference will be included as an amendment to the solicitation. Bidders who do not attend will not be precluded from submitting a bid. Work Period: Western Region: Thirteen (13) Vessels Commencement: First boat in the fleet - December 8, 2021 Completion: Last boat in the fleet - May 22, 2028 Great Lakes (Ontario) Region: Eleven (11) Vessels Commencement: First boat in the fleet - November 8, 2021 Completion: Last boat in the fleet - April 23, 2027 Quebec Region: Six (6) Vessels Commencement: First boat in the fleet - November 8, 2021 Completion: Last boat in the fleet - October 21, 2024 Atlantic Region: Six (6) Vessels Commencement: First boat in the fleet - November 8, 2022 Completion: Last boat in the fleet - October 21, 2025 Additional Instructions to Work Period: The vessel will be unmanned during the work period and will be considered to be out of commission. The vessel during that period will be in the care and custody of the Contractor and under its control. Sourcing Strategy: Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest Bid Compliant Comprehensive Land Claim Agreement: No The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy (1996-12-19) subject to the Canadian Free Trade Agreement (CFTA). This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4). One contract per region will be awarded as a result of this solicitation, for a total of four (4) contracts.
