Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Hamilton, ON - Burlington Lift Bridge - Controls, Drives & Cables EQ754-140817/A Cowieson, Jim Telephone No. - (416) 512-5829 ( ) Fax No. - (416) 512-5862 Project Title: Hamilton, ON - Burlington Lift Bridge - Replacement of Controls, Drives and Overhead Cables PROJECT DESCRIPTION The Work includes but is not limited to the Replacement of Controls, Drives and Overhead Cables for the Burlington Canal Vertical Lift Bridge including provision of all materials, equipment and labour for the construction, completion, testing and commissioning of the work and including technical support during a 60-day trial period after completion. The work shall also include traffic control, environmental protection, management of designated substances, and etc all as specified. In order not to impede marine traffic, the replacement and other work which requires extended periods of bridge closure shall only be carried out during the scheduled navigation shutdown periods which extend generally between January 1 up to March 20 of each calendar year. MANDATORY SITE VISIT There will be a site visit on 22 August 2013 at 10:30am. Interested bidders are to meet at the Parking Area, adjacent to the bridge, Burlington Canal Vertical Lift Bridge in Hamilton, Ontario. The site visit for this project is MANDATORY. The representative of the bidder will be required to sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will not be accepted. BIDDERS' CONFERENCE A bidders' conference will be held at Burlington Lift Bridge on 22 August 2013. The bidders' conference will begin immediately following the site visit. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the names of the person(s) who will be attending and a list of issues they wish to table at least 2 working days before the scheduled conference. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. The Contractor shall perform and complete the Work in two phases from the date of notification of acceptance of the offer as follows: Phase I Completion: Comprises of the replacement of controls, drives and overhead cables including but not limited to the testing and commissioning of the bridge and carrying out all necessary pre-operational works as specified and ensuring that the bridge is made ready for operation to service the public as intended. Phase II Completion: Provide technical and professional support to PWGSC operating staff during the sixty (60) day trial period of the navigation season and as required for the adequate bridge operation. The successful conclusion of the trial period will be considered as the Phase II Completion. Substantial Completion: At the successful conclusion of Phase II Completion, the Substantial performance will be considered as achieved. Contractor shall apply for and the Departmental Representative will issue the Certificate of Completion. Drawings and Specifications are now available for viewing and downloading in a Portable Document Format (PDF) or in a standard paper version. Tenderers should note that Attachment 1 (ATT 1) contains the Drawings and Specifications Package (DSP) which consists of PDF files organized in an industry recognized directory structure. Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued by Public Works and Government Services Canada.
