    Note to Tenderers: Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday, from 10:30 am to 2:30 pm (Pacific Time). 
    
    Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by calling the number indicated in the Invitation to Tender. 
    
    Bidders are encouraged to transmit their bids electronically using the epost Connect service; however, hard copy bids will be accepted.

    TITLE:
    Perimeter Fence Upgrades, CSC 
    
    LOCATION: 
    Various CSC Correctional Institutions, BC
    
    WORK DESCRIPTION:
    The Contractor must provide all labour, materials, services and equipment necessary to undertake work.
    
    Work under this Contract comprises phased construction of new custom fabricated security gates and framework including new concrete foundations, installation of supplied components; demolition and removal work; reconfiguration of fencing, security systems; civil work and remedial work as directed, for various CSC Correctional Institutions located at: 
    - Kent and Mountain Institutions, 4732 Cemetery Road in Agassiz, BC. 
    - Mission Medium Institution, 8751 Stave Lake Street in Mission, BC.
    - Matsqui and Pacific Institutions, 33344 King Road in Abbotsford, BC. 
    
    Work includes, but is not limited to:
    - Deconstruction of existing gates, adjoining fencing and inner perimeter anti- tunneling wall to accommodate the new gates and foundations.
    - Installation of supplied Cremone lock hardware for new gates and modifying Cremone locking rods to accommodate the various gate heights.   
    - Installation of supplied crash barriers on new concrete foundations.
    - Modifications to existing security fences as indicated.
    - Remove/extend/modify perimeter security systems (FDS)(PIDS-PA), from existing inner perimeter fence line to inner temporary security fencing:
    - Re-establish security systems to new inner perimeter gates and adjoining altered fencing. 
    - Maintain integrity of fence security systems during construction period. 
    - Provide temporary security fencing with locking gates where new security gates are under construction as indicated: 
    - Temporary security fencing to form a secure work area at new gates complete with anti- tunneling barrier. 
    - At inner perimeter fence line extend FDS security systems to maintain integrity of Security systems during construction.   
    - Provide temporary construction fencing and gates, before removal of existing gates. Remove temporary gates and fencing after new fencing and security systems are in place and tested. 
    - Civil work including new paving and landscaping, to commence after new security gates/fencing, security systems are completed and approved, as indicated.
    
    The work must be performed as per the contract.
    
    OPTIONAL SITE VISIT:
    The site visit for this project is OPTIONAL. 
    
    A representative of the Bidder must attend the site visit and sign the Attendance Sheet at the site.
    
    A maximum of two (2) representatives per Bidder will be permitted to attend the site. Bidders attending the site visit may be required to show one (1) piece government issued ID that includes a photo and signature.
    
    The optional site visit is scheduled on April 19, 2021 at the three (3) locations and times listed below:
    
    MATSQUI INSTITUTION
    Time: 9:00am PDT
    Location: Bidders are to meet at the  PSPC Matsqui Institution site office.
    Address:  33344 King Road, Abbotsford, BC. V2S 6J5
    
    MISSION INSTITUTION
    Time: 11:00am PDT
    Location: Bidders are to meet at the  PSPC Mission Institution site office. The PSPC office is located on the upper road across from the large white building in the parking lot.
    Address: 8751 Stave Lake Street, Mission BC. (NOTE: do not use GPS, it will get you to the wrong Institution)
    
    KENT INSTITUTION
    Time: 1:00pm PDT
    Location: Bidders are to meet at PSPC Kent Institution site office
    Address: 4732 Cemetery Road, Agassiz, B.C. V0M 1A0
    
    The estimated time at each site is one (1) hour.
    
    NO cameras or cell phones are allowed in the Institutions.
    
    COVID Protocols
    Bidders must fill out the attached Covid-19 Screening Questions prior to entering the Institution proper. Bidders must present the completed form at the principle entrance. See Annex C.
    
    Masks must be worn at all times while inside the Institution. The masks must be the health care blue masks; they are available outside of the principle entrances along with hand sanitizer.
    
    Physical distancing must be maintained at all times.
    
    Depending on number of people attending the site visit, bidders may be required to break into small groups before entering the institutions.
    
    Contractors are to bring their own drawings and specs.
    
    Bidders are responsible for familiarizing themselves and complying with public health protocols in effect for COVID19, including travel restrictions. 
    
    Bidders are responsible for making and paying for their own travel arrangements.

    All site visit attendees must pre-register with the Contracting Authority, Tian Lam, by email at tian.lam@pwgsc-tpsgc.gc.ca, by no later than 12:00pm PDT, April 16, 2021, and provide the following information:

    DELIVERY DATE:
    The Contractor must perform and complete the Work within 96 weeks from the date of notification of acceptance of the offer.
    
    VALUE OF PROJECT:
    To assist with bonding and insurance requirements, this project is estimated to cost between $1,000,001 and $5,000,000.
